ABOUT THE POSITION

The Riverside County Department of Public Social Services (DPSS), Administrative Services Division seeks to fill two Administrative Services Analyst II positions. They will be assigned to the Office of Strategy and Project Management (OSPM) unit located in Riverside, CA.

This position will require travel to various locations related to ongoing projects within the County of Riverside.

OSPM is responsible for developing and leading strategic initiatives and facilitating processes to ensure effective execution of strategies across the department. The unit promotes the use of process improvement tools, encourages collaborations, organizes lessons learned to implement best practices. OSPM is involved in data collections in visualization by developing easy to understand dashboards and establishing metrics to monitor key performance indicators.

The selected candidate will be responsible for providing support for department-wide projects and continuous quality improvement (CQI) initiatives; fulfilling multiple reporting requirements, policy and procedure development and maintenance; analyzing customer feedback to identify trends, patterns, and areas for improvement. The Administrative Services Analyst II will also be assisting Management in planning, organizing, and facilitating the administrative and analytical activities of the unit; coordinating any relevant budget processes, billing reconciliations and administrative operations; coordinating research, design, and assistance with maintenance of various information systems; conducting analysis and studies to develop recommendations on administrative and programmatic policy and establishing metrics to monitor key performance indicators. Additionally, the incumbent will manage OSPM project meetings, including agenda preparation, correspondence, minute-taking, and action item tracking. Lastly, they will oversee project timelines, process workflows, and ensure clear communication regarding updates, impacts, and urgent actions.

The most competitive candidates will have intermediate level experience with Microsoft Suite (Word, Excel, PowerPoint, Outlook) , Visio, Microsoft Project, Power BI and SharePoint. They will also possess experience providing analytical project support in the areas of developing project timelines, identifying and reporting project risks, and developing charters.

EXAMPLES OF ESSENTIAL DUTIES
• Plan, coordinate and conduct studies of administrative, operational facilities management activities including fiscal operations, budget preparation and control, equipment usage, staffing patterns, workflow and space utilization.

• Develop reports and recommendations for appropriate action based on the analysis of gathered data.

• Prepare or assist in the preparation and/or review of budgets by analyzing need for budget items requested to determine whether or not items are justifiable, based on program objectives and priorities; review financial data on an on-going basis to ensure conformance with established guidelines; examine and make recommendations for the transfer of funds.

• Recommend and establish contract forms and procedures; monitor adherence to contract terms.

• Research availability and applicability of grant funding; research methods necessary for specific grant proposals; recommend and monitor procedures for grant implementation.

• Upon request, develop and recommend policies and procedures; develop written procedures to clarify or describe standard practices; design or improve forms to expedite procedures.

• Coordinate the publication and dissemination of procedures; review present and pending legislation to determine effect on departmental operations and programs.

• Participate in various meetings and present and/or gather data to assist management in making administrative and operational decisions.

• May direct, train, assign, and evaluate subordinate clerical and technical personnel in the performance of standard tasks.

MINIMUM QUALIFICATIONS
OPTION I Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in accounting, business or public administration, finance, or a closely related field to the assignment. (Paraprofessional administrative experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)

Experience: One year of professional experience in an administrative capacity.

OPTION II Experience: One year as an Administrative Services Analyst I with the County of Riverside.

ALL OPTIONS Knowledge of: Principles of administration, organization and management necessary to analyze and evaluate operations, services and programs; principles and practices of fiscal management and/or budgetary control; grantsmanship; basic elements of supervision; and/or contract monitoring.

Ability to: Collect and evaluate data; draw conclusions and formulate recommendations and project consequences of recommendations; monitor expenditures and maintain fiscal control; develop and write grant applications; interpret legislative and administrative mandates and regulations; plan, organize and supervise the work of subordinate clerical or technical staff; establish and maintain effective working relationships with those contacted in the course of work; communicate effectively in written and verbal form.

License/Certificate: Possession of a valid California Driver's License is required.

Possession of a valid California Driver's License is necessary at the time of hire and must be maintained throughout employment. County vehicles may be available but are not guaranteed. Employees may be required to use their own vehicles for field travel and are required to provide vehicle insurance information for their personal vehicle.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.


A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    VACATION ACCRUAL (Bi-Weekly Accrual):

    0< 3 year = 80 Hours (10 Days)

    4< 9 years = 120 Hours (15 Days)

    10 or more years = 160 Hours (20 Days)

    Maximum Vacation leave accumulation is 480 hours.

    SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.

    HOLIDAYS: Normally 12 paid holidays per year.

    BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).

    BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
