Job Description

Lynker is expecting the need for an Instructional Designer and eLearning Developer for a long-term contract that supports NOAA, which is expected to be awarded later this year. This position is contingent on contract award, and is anticipated to be one year long in duration, with possible extensions. As an Instructional Designer and eLearning Developer, you will play a pivotal role in creating high-quality eLearning modules by modernizing and enhancing 40 hours of existing eLearning modules. These modules will be posted on a federal LMS (Cornerstone platform). You will collaborate closely with subject matter experts (SMEs), project managers, and Lynker's training lead to modernize the design of these modules with interactive and engaging learning experiences. Content, scenarios, visuals, and new examples will be provided by the client.

The successful Instructional Designer and eLearning Developer must be adept at appropriately integrating and developing modernizing elements such as applying a fresh UI/UX; developing knowledge checks and pre and post-tests; making the modules searchable; designing and developing downloadable job aids; incorporating a variety of interactivity and integrating workplace scenarios to serve as examples and counter-examples; incorporating test scoring and downloadable score-based certificates; and, ensuring all learning products developed meet Section 508 Accessibility Level-A and Level-AA criteria. You will also be accomplished at conducting efficient virtual alpha and beta testing of modules with intended learners; working collaboratively with SMEs, and, communicating concisely, personably, and diplomatically with all stakeholders.

Duties of the Instructional Designer and eLearning Developer will include the following:

  • During project initiation, work closely with a few previous learners, SMEs, and stakeholders to understand and document strengths and weaknesses in the current modules and analyze available module data and analytics to inform recommendations for a framework for modernizing modules.
  • Design and develop interactive eLearning modules and supporting materials using industry-standard authoring tools (e.g., Articulate Storyline).
  • Apply instructional design best practices, eLearning principles, and adult learning theory to create effective and engaging learning experiences.
  • Create a fresh UI/UX design that is as functional as aesthetically pleasing.
  • Incorporate multimedia elements, simulations, gamification, and other interactive components, as instructionally appropriate, to enhance motivation and learning outcomes.
  • Incorporate (and revise if needed) high-quality visual and multimedia assets.
  • Guide clients on best practices for eLearning development and instructional design.
  • Design modules to conform with client brand standards, as well as online security and accessibility requirements.
  • Promptly detect and effectively address scope-creep issues with the client.
  • During project close-out, upload courses to the federal LMS or work with their LMS administrator to conduct quality assurance testing to ensure the functionality and usability of all eLearning modules and materials on the LMS platform.


The Ideal Instructional Designer and eLearning Developer will have the following:

  • Master's degree and 6+ years or Bachelor's degree and 10+ years of relevant experience in Instructional Design, Instructional Technology, or a related field.
  • Proven experience in eLearning development and instructional design, preferably in a corporate or other workplace training setting.
  • Expertise in authoring tools such as Articulate Storyline, Adobe Captivate, or similar software.
  • Sophisticated understanding of instructional design principles, adult learning theory, eLearning best practices, and Section 508 accessibility requirements.
  • Excellent project management skills with the ability to manage multiple project tasks simultaneously and meet deadlines.
  • Remarkably motivated self-starter capable of refreshing and completing 4 (approximately 1 hour) modules per month over 10 consecutive months.
  • Exemplary communication and collaboration skills with the ability to work effectively in a client's team environment.
  • Scrupulous attention to detail and commitment to delivering high-quality learning experiences.
  • Knowledge and desire to foster awareness and inclusiveness in services and products.
