Position Description

Primary purpose:
Support Kinder Morgan's Codes and Standards Manager that supports Kinder Morgan's Natural Gas Pipeline Business Unit's Pipeline Safety Program to ensure compliance with federal, state, and provincial pipeline safety regulatory requirements in the United States and Canada.
Essential duties and responsibilities:


  • Responsible for reviewing proposed federal and state/provincial pipeline safety legislation and regulations and providing feedback to management as to the impact that new law/regulations will have on the compliance requirements.

  • Responsible for reviewing new regulations and existing Business Unit standards, and procedures to determine compliance of those regulations.

  • Recommend changes to applicable procedures through the MOC/ADC process to remain in compliance with regulatory requirements.

  • Conduct annual Business Unit procedure review.

  • Coordinate and participate in U.S. Department of Transportation (DOT), Canada Energy Regulator (CER), and applicable state/provincial pipeline safety audits.

  • Coordinate written response needed as a result of any agency pipeline safety audit.

  • Assist in collection and review of data associated with KM's annual report filing to the applicable Federal and/or state/provincial pipeline safety programs.

  • Participate in Business Unit Emergency Release Line (ERL) Team - on call 24/7 on a rotating schedule.

  • Participate in Business Unit Emergency Response when requested - liaison with federal and state/provincial pipeline safety agencies.

  • Participate in Root Cause Analysis and various other investigations related to pipeline incidents, as circumstances require.

  • Responsible for collecting and reviewing data, and the submittal of reports of applicable incidents/accident reports to DOT, CER, Chemical Safety Board (CSB), and other states/provincial pipeline safety programs as required.

  • Responsible to ensure that the Business Unit's current incident tracking system is consistent with PHMSA Accident Report.

  • Participate in Regional Abnormal Operations/Accident Review Committee.

  • Assist in compiling data and statistical analysis for internal and external reporting, with INGAA, API, and other pertinent Industry groups.

  • Be willing to attend and/or participate in various industry and/or pipeline safety seminars.

  • Perform other duties as assigned.


Position Requirements

Education:

  • Bachelor degree in Engineering or 3-5 years of equivalent experience.
Job Location:
  • Kinder Morgan's Houston headquarters, downtown Houston.
Experience / specific knowledge:

  • Working experience and application knowledge of United States DOT - 49 CFR Parts 192, 195, and applicable state pipeline safety regulations.

  • Experience with working directly with government regulating agency representatives.

Certifications, licenses, registrations:

  • Must possess and maintain a valid driver's license and a driving record satisfactory to the Company and its insurers.

  • Current and Valid Passport for international travel.

Competencies, skills, and abilities:

  • Good verbal and written communication skills, including ability to interact with individuals at all levels in the organization.

  • Proven organizational and time management skills required.

  • Intermediate to excellent proficiency level in computer skills (PowerPoint, Outlook, Word, Excel).

  • Must be able to work with confidential and sensitive information in a professional manner.

  • Must be self-motivated and capable of working with minimal direct supervision.

  • Must be capable of completing and tracking multiple tasks simultaneously, and often under strict deadlines.

  • Must be able to work with a team, take direction from supervisor(s) and lead personnel, focus attention on details, follow work rules, and adhere to established work schedules.

  • This position is subject to DOT Anti-drug and Alcohol Misuse Program, which includes pre-employment, random, and reasonable cause drug testing.

Physical demands:
  • Be able to work in appropriate Personnel Protective Equipment (PPE) in both hot and cold climates.
Working conditions:

  • Be able to work in both office and outside field environments.

  • Willing and able to work extended hours on short notice for extended periods of time.

  • Willing and able to work some weekends as required.

  • Required to carry a Company-provided cell phone and be available to respond during working and non-working hours 24/7.

  • 50% plus travel required within the United States and Canada, sometimes on short notice.

  • Travel will be by most suitable method to meet company needs, such as airplane or car.

  • Be willing to travel occasionally on Saturday or Sunday as needed to meet Business Unit obligations.

  • This position has the opportunity to work a hybrid work schedule with Monday through Wednesday in the office and Thursday and Friday at home.

  • This position also has the opportunity to work a flexible work schedule with 9-hour workdays Monday through Thursday and either half day Fridays or every other Friday off.

Preferred education, experience, certifications, competencies, skills, and abilities:
Above the minimum requirements; not required but advantageous in the position:

  • Working experience and application knowledge of Canada Energy Regulator's (CER) Pipeline Safety ACT, Onshore Pipeline Regulations, and CSA Z662, a plus.

  • Working experience and knowledge of Management of Change Processes a plus.

  • Knowledge of Pipeline Safety Management Systems a plus.

  • Working experience and application knowledge of various pipeline industry related standards such as API, ASME, NACE, NFPA, and CSA, a plus.
