General Description:

The General Counsel at Oklahoma City Community College has the primary responsibility for providing advice and representation to the President and College administration regarding federal, state, and local laws and regulations.

Minimum Education/Experience:

J.D. degree from an accredited law school.


Licensed to practice law in Oklahoma.


Substantial experience as a practicing attorney in a large law firm, government agency, university, or non-profit or business corporation.


Significant leadership experience managing the work of attorneys and other professionals.


Maintains a high-level of respect within the bench and bar, and has the ability to be admitted to practice law in the State of Oklahoma.


Proven success in providing legal guidance in the context of complex organizations and a deeply held commitment to, and belief in, the value of collaborative decision-making.


Experience directly managing or supporting leadership in managing controversial and high-profile issues.


Demonstrated success in leading, empowering, and delegating effectively to a successful team.


Ability to work collaboratively, and to communicate effectively, with multiple and diverse constituencies, such as administrators, faculty, staff, students, legislators, and community leaders.

Ten years experience as a licensed attorney

Physical Demands/Working Conditions:

1. GENERAL PHYSICAL REQUIREMENTS:
Sedentary work: The person in this position may occasionally exert up to 10 pounds of force to grasp, lift, carry, push, pull or otherwise move objects.

Job Duties (Duties Assignment Statement):

Essential Functions
Serves as the General Counsel and oversees compliance for the College by providing legal and regulatory advice or consultation to the President, administration, staff, and faculty through administrative channels and reviewing and recommending institutional policies, procedures, guidelines, and other documents as needed.
Provide written legal opinions to the Administration.


Attend designated meetings of the Board of Regents.
Provide advice and representation to the Administration regarding employment, personnel, and any other legal matters.


Facilitates a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures or backgrounds.
Negotiate, prepare, and review contracts. Reduces the likelihood of inappropriate, unnecessary, or costly institutional liability in contractual agreements and terms or business arrangements by reviewing and/or preparing contracts and other legal documents for execution by or on behalf of the College.


Oversee the college conflict management program, which includes training the campus community on policy requirements and assisting supervisors and employees with creating effective conflict management plans.


Review, advise, and collaborate on the development of institutional policies and procedures and provide guidance to ensure compliance with Federal, State, and local regulations, as directed by the Administration.


Works with and oversight of the Compliance Office and other offices, committees, departments, and faculty as appropriate to investigate and provide guidance regarding instances of non-compliance.


Identifies potential areas of compliance vulnerability and risk; directs the development and implementation of corrective action plans for resolution of problematic issues; and provides general guidance on how to avoid or mitigate similar situations in the future.


Oversight of the Risk Management function that coordinates and manages the evaluation, disposition, and processing of all claims, loss containment, and risk functions; and prepares various reports and maintains all required records related to risk management.


Create and present training for employees as directed by the Administration.


Represent the College before state or federal agencies.


Provide employees with leadership, information, and training regarding established safety and health procedures and practices in compliance with federal, state, local, and College requirements.
Oversee the College's risk management responsibilities, including securing appropriate insurance policies, responding to claims, budgeting, and providing appropriate training to OCCC employees.
Manage the College's responses to open records requests.
Monitor and review state and federal legislation.


Perform other duties as assigned by the Board of Regents or the Administration.

Contribute to a safe educational & working environment.Adhere to established safety and health procedures and practices for providing injury and illness prevention for self and others.
Complete quarterly health and safety training pursuant to OCCC's established safety and health procedures and practices.
Participate in all applicable OCCC emergency, evacuation, shelter in place drills, and be prepared to take action and assist others in taking appropriate action should a health or safety emergency occur.
