(Contingent upon available funding):Commensurate with education and experience Work Schedule:M-F 7:30a-4:30p (may vary) Faculty Appt Period: Job Summary:GENERAL SUMMARY:   The Vice President of Fiscal Services reportsdirectly to the Vice President of Operations and serves as the university'sexecutive-level financial administrator.  Provides leadership in strategic planning processes, particularlyrelating to financial and budgetary components, maintaining a high degree offinancial accountability and transparency.  Responsible for the fiscal soundness of the campus.  Directly oversees the operations and providesleadership to the accounting, human resources, bursar, technology services,campus police, and purchasing departments.  Oversees the financial operations and provides financial leadership toall campus auxiliary services.



PRINCIPALDUTIES AND RESPONSIBILITIES:


     Provide efficient and effective processes for fiscal challenges and methods for funding strategic initiatives.Develop, facilitate implementation and monitor fiscal service processes that produce value-added outcomes.Ensure full department commitment and collaboration in achieving the university's mission, vision and strategic initiatives.Budget oversight and reporting to Oklahoma State Regents for Higher Education, OSU and A&M Board of Regents, OSU-Stillwater and other agencies as needed.Through direct and indirect efforts, gathers, analyzes and implements changes relative to campus operations and needs.Oversee and evaluate the fiscal and accounting functions of each department.Stay current on university, state and federal policies, procedures, regulations related to fiscal and human resources and provide guidance to administrative units.Ensure the university adheres to financial policies and practices.Develop and implement cost saving and efficiency measures.Serve as the Risk Manager for the OSUIT campus in relationship to Office of Risk Management at OSU-Stillwater and the State of Oklahoma Office of Risk Management.

Minimum Qualifications:
    Master's degree in Accounting, Finance or related field from an accredited college or university.Evidences a history of demonstrating ethical and professional behavior.Five or more years of documented experience in Business, preferably in a higher education environment.Ability to work in a positive and effective fashion with all unit leaders and other appropriate internal and external stakeholders.Ability to perform complex accounting and fiscal calculations to include forecasting.Strong working knowledge of State Regents' and institutional policies related to admission, retention, financial aid, records, and degree completion.An understanding of the character and mission of land grant colleges and universities.Ability to work with other department constituents to identify and satisfy fiscal needs.Ability to work effectively with diverse populations.Ability to perform data analysis and identify statistical trends.Ability to allocate resources in a strategic, collaborative and creative manner.Ability to excel in a fast-paced, demanding environment.Ability to effectively supervise and manage direct reports.Ability to develop balanced, successful, and achievable budgets.Ability to work toward achieving the strategic plans and goals of the OSU System and OSUIT.Must demonstrate excellent oral and written communication skills.Must possess excellent interpersonal skills, with the ability to effectively recognize and resolve conflict.Valid Oklahoma driver's license.Certified Public Accountant (required).Certified Fraud Examiner (preferred).Ability to work some evenings and weekends.Travel required.Normal office physical environment; ability to lift up to 25 pounds.
