Job Description:



ESSENTIAL JOB FUNCTIONS: Works under the direction of the Environmental Maintenance Manager to plan and supervise construction projects for sanitary sewer construction.  Works with management in the design and planning of environmental construction projects.  Advises management of the most effective and efficient construction technologies and recommends alternatives to sanitary sewer construction problems.  Supervises work performed by outside engineering and construction firms to ensure compliance with plans and contract specifications.  Confers with consultants and construction firms to ensure compliance with plans and contract specifications.  Confers with consultants and contractors to resolve contract and construction problems.  Review construction plans and specifications to determine project requirements.  Supervises and directs employees temporarily assigned to monitor contractor’s performance.  Reviews and approves monthly estimates and any proposed change orders. Serves as the liaison between wastewater treatment plant personnel and contractors to ensure continued smooth operation of facilities during construction processes.  Drives to various construction worksites to inspect work in progress to ensure that work conforms to specifications, and that construction schedules and safety requirements are followed.  Investigates citizens’ complaints and coordinates with property owners and contractors regarding easement/access issues.  Maintains daily diary of construction and inspection activity and collects and reviews construction materials submittals and testing laboratory results for compliance with specifications.

 TYPICAL PHYSICAL DEMANDS:  Must be able to communicate clearly both verbally and in writing with staff, outside contacts, and management.  Requires the ability to operate a four-wheel drive vehicle to inspect construction sites throughout the city including sanitary sewer interceptor lines along the major streams of the city.  Requires the ability to conduct site visits involving traversing uneven surfaces, entering pipes, manholes, and special underground structures in construction zones.  Requires the ability to read measuring tapes and levels.  Requires the ability to operate general office equipment such as a computer, copier, and telephone.  Requires ability to operate automobile. 


 TYPICAL WORKING CONDITIONS: Work is performed in an office environment and outside which requires exposure to various weather conditions. May require to work some weekends and work schedule may vary depending on construction timing and scheduling.  Involves contact with contractors and public. Must travel to various work sites to conduct on-site visits. 

MINIMUM QUALIFICATIONS:  Bachelor’s degree in Construction Technology or a related field and six (6) years experience in construction, sanitary sewer, inspection with four (4) of the six (6) years in a supervisory capacity, or High School graduate/equivalent and nine (9) years experience in construction, sanitary sewer, inspection with three (3) of the nine (9) years in a supervisory capacity; or any combination of experience and training which enables one to perform the essential job functions.  Must possess and maintain a valid driver’s license as a condition of continued employment.
