Position Description:

  • The Operations Coordinator is responsible for start-up, control, and shut-down of petroleum product movements in the L.A. Petroleum Complex (LAPC). The position is responsible for coordinating pipeline movements within the LAPC as well as between LAPC and other terminals. The position has primary responsibility for pipeline integrity for movements through Kinder Morgan (KM) pipelines and assists customers in effecting line control in pipelines not owned by KM.

  • Coordinates the start-up and shut-down of all pipeline movements. This includes inter and intra-terminal transfers, transfers between outside companies and KM Liquids Terminals, transfers between vessels and KM Liquids Terminals, and transfers between outside companies using KM pipelines.

  • Performs valve and pipeline line-ups both inside and outside the Terminals either by remote control or by coordination through appropriate terminal supervision.

  • Monitors pipeline and Terminal operations including flow rates, pump suction and discharge pressures, temperatures, tank gauges, and ensures that maximum pipeline operating pressures are not exceeded.

  • Monitors pipeline integrity through bi-hourly meter readings and/or tank gauges at shipping and delivery points. Shuts down pipeline movements when potential pipeline leaks are indicated.

  • Documents operating conditions which occur during pipeline operation.

  • Initiates pipeline meter proving and generates volumetric measurement tickets.

  • Receives and transmits product quality specification reports as required.

  • Receives pipeline leak reports from the Call Wheel Network, outside agencies, and other sources, checks the location relative to KM pipelines, initiates emergency response when required, and notifies all regulatory and other agencies as mandated.

  • Receives Underground Service Alert notifications, responds to each alert to confirm location, type of work taking place, and notifies the Pipeline Inspector as required.

  • Monitors and responds to alarms from the Carson Terminal Tank Gauging system. Updates tank data in System Control and Data Acquisition (SCADA) system as required.

  • Monitors SCAQMD Smog Alert radio, make appropriate notifications, and initiates required action

  • Consistently maintain and demonstrate a high regard for personal safety, for the safety of company assets, employees, and the general public.

Job Requirements
Minimum requirements:
Education:

  • High school diploma or equivalent.

  • Two to four years related experience required.

  • Operations Coordinators will progress to the next higher level upon one year in the previous level, per the bargaining agreement. Progression to the next level may be delayed for up to six months, if an employee has a written corrective action concerning job performance that is less than one year old.

    • Operations Coordinator Level 1 - New hire or current employee transferred/promoted into position

    • Operations Coordinator Level 2 - A minimum of one year of service as an Operations Coordinator 1

    • Operations Coordinator Level 3 - A minimum of one year of service as an Operations Coordinator 2




Experience / Specific Knowledge:

Certification, licenses, registrations:

  • A satisfactory driving record as determined by the Company and a current, valid State driver's license are required.

  • Satisfactorily obtaining or already possessing a Transportation Worker Identification Credential (TWIC) card is a condition of employment. TWIC card is obtained by submitting an application, background check, and having fingerprints taken.

  • If the employee is subject to license or certification requirements or training as stipulated by local, state or federal agencies or the Company, now or in the future, compliance is required under this job description.


Competencies, skills, and abilities:

  • The operations Coordinator must be knowledgeable of all procedures affecting pipeline transfer operations, including pipeline line-ups, maximum operating pressures, line control techniques, pipeline hydraulics, pump operation, and product characteristics.

  • The operation Coordinator must be proficient in the use of LAPC's SCADA computer. This system is used to affect valve line-ups, pump start-ups and shut-downs, and to monitor tank product levels within the Carson Terminal.

  • The Operations Coordinator needs to be familiar with LAPC emergency response plans in order to initiate emergency response. Familiarity with product characteristics affecting emergency response is also required.

  • The Operations Coordinator must be familiar with product specifications for all products stored in LAPC.

  • Depending upon location, pipeline network may be complex, requiring mental sharpness because of activities occurring simultaneously.

  • Requires good judgment and time management in order to identify priorities and complete all activities.

  • Proficiency with computer applications, including Microsoft Excel, Word, Project, and Outlook.

  • Well-balanced interpersonal skills and strong verbal and written communications skills are required.

  • Must be accountable and take direction from Managers; keep required work schedules, which include regular and predictable job attendance; focus attention on details; follow work rules.

  • Organizational skills and the ability to prioritize tasks are essential.

  • Must be a problem solver with the ability to find resolutions.

    • Must be self-motivated and capable of working with minimal supervision and/or direction.

    • Must be flexible and able to work effectively in a team environment and consistently maintain a professional and respectful demeanor/attitude with co-workers, clients, vendors, and regulatory agencies.




Physical demands:

  • Employee must be physically capable of completing and satisfying all training requirements as stipulated by local, state or federal agencies and/or Company Policy.

  • Exposure to smells and fumes associated with refined petroleum products.

  • May lift weights up to 50 pounds unassisted.

  • Work is labor intensive at times and involves repetitive actions such as sitting at a computer or other control equipment, inputting data on a keyboard, completing paperwork, tickets, logs, reports, teletype, and telephone communications.

  • Work will also involve climbing tank stairs and operating large valves.

  • Work is performed outside in varying and sometimes extreme weather situations.


Working Conditions:

  • 12 hour rotating shifts (including holidays, weekends).

  • Position subject to 24-hour call-out, including nights, weekends, and holidays.

  • Overtime required and extended work hours in cases of emergencies.

    • May be required to work alone (unsupervised).

    • Extended periods of sitting may be required for administrative activities.

    • Work in remote areas is often performed alone and without direct supervision; judgment is required when consultation with supervisor is not possible. Must schedule and monitor own work.

Preferred education, experience, certifications, competencies, skills, and abilities:
Above the minimum requirement; not required but advantageous in this position:

  • Prior experience requiring mechanical aptitude and skill is a plus

  • Basic knowledge of cathodic protection

  • Knowledge of piping, valves and pressures

  • Knowledge of pipeline operations

  • Experience with storage tank operations, including inspections, alarms and sampling

  • Experience with light maintenance (mechanical, electric, electronic)

Compensation:
Pay range is $42.04 to $45.46 per hour. Job level and pay commensurate with experience and skill set.
