Job Description

The mission of the OFR is to support the Financial Stability Oversight Council (FSOC) in promoting financial stability by: collecting data on behalf of FSOC; providing such data to FSOC and member agencies; standardizing the types and formats of data reported and collected; performing applied research and essential long-term research; developing tools for risk measurement and monitoring; performing other related services; making the results of the activities of the OFR available to financial regulatory agencies; and assisting such member agencies in determining the types of formats of data authorized to be collected by such member agencies.

Key Tasks and Responsibilities

Develop, maintain and update Geographic Information System (GIS) databases; obtain data from city, state, federal and private sources; receive and review maps, land parcel records and engineering documents.

Identify pertinent GIS information and convert data into proper GIS formats. Ensure accuracy and completeness; enter data into databases; and update essential GIS layers and databases. Create a variety of maps and GIS related documents. Provide expertise in GIS hardware and software products. Provide technical support to GIS users.

The successful candidate will have a successful track record of performance in their field of expertise while being a self-starter. This position will provide analysis and support to researchers, research assistants, program/management analyst, and technologist (data engineers, data stewards, data scientist) utilizing ARCGIS and/or PostGIS.

The ideal candidate should be able to conduct and have the following experiences:


  • Design, develop, and implement systems and databases to access and store geospatial data.

  • Provide support to analyze geospatial data for macroprudential economic research.

  • Provide independent data interpretation while effectively maintaining data documentation (lineage, metadata, etc.)

  • Produce technically skilled and detailed solutions to include preparing clear, complete, and accurate representations of spatial data using hardcopy and/or electronic media.

  • Create and modify GIS datasets, manage, and maintain legacy GIS datasets develop and implement GIS-based analyses supporting economic and climate related research projects.

  • Core responsibility includes processing data and graphics requests from project team members and anticipating information needs and presentation format as part of research workflows.

  • Design digital maps and layers using geospatial data and analyze spatial and non-spatial information.

  • Provide user support and resolve technical issues associated with ARCGIS and/or PostGIS.



Education & Experience

Must have a degree in GIS, geography, environmental studies, or related field with demonstrated capabilities in GIS.


  • Strong understanding of geodatabases and geodatabase applications and the ability to work with vector and raster datasets

  • Experience using ArcGIS Online, ArcGIS Portal, or another web mapping system

  • Familiar with GPS data collection and data management, including Collector for ArcGIS

  • Ability to use and edit shapefiles and geodatabases (personal, file, and enterprise)

  • Experience working with different coordinate systems, map projections, and datum's

  • Familiarity with standard cartographic methods, theories, and principles

  • Ability to independently manage multiple assignments, determine and set job task priorities, and work with limited direct supervision.
