REPORTS TO: Associate Vice Chancellor of Facilities Management
SUPERVISES: The Director of Facilities Trades provides direct supervision to the Facilities Trades managers in the areas of plumbing, electrical, HVAC, carpentry, masonry, painting, lock shop, central power plant and co-generation facility (24/7 operation). Indirect supervision to Facilities Trades staff as well as functional supervision to staff in the areas of grounds and custodial services.
SUMMARY PURPOSE OF POSITION: This is a senior-level position responsible for the day-to-day management of facilities trades and power plant as well as the functional leadership for Facilities Operations staff, the custodial and grounds operations for all buildings and areas of the University. The Director of Facilities Trades has the supervisory and project management responsibility for managing the maintenance operations and for developing and maintaining a clean and safe physical environment, as well as preventative maintenance, maintenance, repair, and operations of all facilities on each of the University's campuses, including all teaching and research lab environments. The Director is also responsible for the development, implementation, and update of policies and procedures. The incumbent is responsible for the operation of our building controls and energy management systems and is responsible for providing oversight for related contract services, vendors, and the related operational aspects of supporting University programs and events. The Director is responsible for the management and development of multiple project/operations budgets and assists with the overall facilities management budget process, personnel, staffing, equipment, consumable supply requirements and vendor relations necessary to provide efficient delivery of services. The Director also assists with planning and oversight for special projects and provides input on all issues impacting the department, including the budget. The incumbent is expected to coordinate multiple projects simultaneously, exercising sound judgment to allocate internal and external resources to complete projects considering the impact of work on the campus community.
EXAMPLES OF PRIMARY DUTIES AND RESPONSIBILITIES:
Provides direct and indirect supervision to Facilities Trades' staff and functional supervision of Grounds and Custodial and Facilities Operations staff
Prepares reports relating to the physical development of the University
Prepares fiscal budgets for the operation of the physical plant
Responds to and coordinates operational response to emergency situations during regular shifts, nights, weekends and holidays and serves "on-call" on a rotating basis to manage facilities-related emergencies
Acts as a liaison with State Energy Office, State Bureau of Motor Vehicle, Division of Environmental Quality Engineering and other applicable federal, state, and local agencies, architects, and engineers
Maintains Standard Operating Procedures (SOPs) for all Physical Plant activities, including power plant operations
Maintains compliance with federal and state occupational safety regulations
Maintains the continuous facilities operations of all campus' including all research lab environments
Maintains the building energy management and building controls systems
Develops and implements preventative maintenance programs to keep all equipment operational by coordinating maintenance and repair services, following manufacturer's instructions and established procedure, and requesting special services, as needed
Supervises, tracks, and evaluates all work order requests and preventive maintenance functions to ensure that all work is completed in a satisfactory and acceptable manner
Performs supervisory functions including, but not limited to, providing direct supervision including the completion of annual performance evaluations, processing the authorization and payment of overtime, analyzing staffing needs and making recommendations pertaining to staffing patterns, personnel action, schedules, shifts and participating in recruitment and selection activities
Consults with department and division leaders regarding construction, maintenance, or repair projects
Conducts ongoing in-house training and makes recommendations for professional development with a focus on trades employees
Reviews work for quality workmanship, adherence to technical specifications and customer satisfaction
Oversees situational management of emergency and mechanical failures
Assists in planning, coordinating, and managing the campus snow removal operations, including preparing the annual Essential Personnel List, allocating personnel and resources, and arranging the participation of contractors in clean-up efforts
Develops bid specifications, bidding, contracting, and overseeing maintenance contracts for window treatments, flooring, pest control, solid waste, snow removal, or other related work and
Ensures that the preparation and submission of proposals and bid documents conform to University and state purchasing policies and procedures
Manages contracts with vendors, as appropriate
Promotes and maintains a customer service orientation among staff, clients and coworkers including direct interaction with customers
Serves as a liaison with other campus departments as appropriate
Develops departmental forms addressing issues such as work schedules, productivity etc.
Develops and maintains an equipment inventory listing for all equipment within areas of responsibility including developing and implementing preventative maintenance schedules of equipment
Develops and maintains chemical, tool and supply inventories within areas of responsibility
Coordinates with the trade's supervisors in the purchase and inventory control of supplies and equipment
Assists in the review and coordination of schedules and scope of work involving capital initiatives
Serves on University committees and represents the department to the University community and the public
Selects multiple contractors and manages related renovation, maintenance, and construction projects
Acts as the primary contact and coordinator for all abatement activities
Serves as back-up to Facilities Management directors and managers
Assists in managing of the Snow Response Team and assists the Grounds and Custodial crew, as needed
Monitors and maintains professional licensures for all trades staff
Performs other job-related duties and responsibilities that may be assigned and/or the job description changed periodically to reflect changing organization needs
MINIMUM QUALIFICATIONS:
EDUCATION: Bachelor's degree in Facilities Management, Facilities Engineering, Electrical or Mechanical Engineering (or related field) with a strong emphasis on mechanical, electrical, plumbing, or sprinkler discipline
EXPERIENCE:
Significant (over seven years) project management experience in a large institutional or academic setting with emphasis on facilities repair, maintenance, and operations
Significant (over five years) experience supervising professional, skilled, and semi-skilled employees
Significant (over five years) engineering experience
Significant (over five years) of progressively responsible experience in facilities management
Demonstrated (over three years) experience at a senior management level administrator in a facilities department
OTHER:
Must be able to respond to situations that arise during holidays, weekends, or eveningsincluding being "on-call" after normal business hours
Valid Massachusetts driver's license
Some travel may be required
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Advanced knowledge and understanding of maintenance operations within a large to mid-size commercial system
Ability to read blueprints
Ability to supervise trades personnel
Working knowledge of code regulations
Possess planning, estimating and project management skills
Knowledge of policies, procedures and relevant regulations that govern operations of facilities

PREFERRED QUALIFICATIONS:
Licensed in either a trade, engineering, or construction supervision
Experience working in an environment covered by a collective bargaining agreement
Experience with zone management
Salary: $90,000 - $120,000 (Salary commensurate with experience)
