ABOUT THE POSITION

The County of Riverside- Riverside University Health System- Public Health is currently recruiting for an Assistant Nurse Manager for their Family Planning Services and Immunization divisions located in Riverside, Ca.
The most competitive candidates will possess:


  • Experience conducting or administering mass vaccine functional exercises in the last 3 years.

  • Experience in mass vaccine and/or mobile vaccine operations and outbreak response support in the last 3 years, including experience with supervising a team of clinicians during those operations.

  • Experience as a Team Lead during vaccine or clinic operations.

  • Working knowledge of Essential Access and Title X funding to support Family Planning.

  • Prior experience coordinating Emergency General Population Shelter Training and have worked as staff in emergency shelter operations in the last 5 years.

  • Experience with home visiting programs support a patient/client with direct healthcare and/or connection to further resources.

  • Clinical education: creating, delivering and updating training materials consistent with oversight policies and procedures.

This position while based at our Riverwalk operations location will be required to supervise satellite operations throughout Riverside County, this will necessitate the employee to travel throughout Riverside County during operational days. This position is subject to standby duty officer time for emergency operations and serves as primary point of support for emergency sheltering operations.

Work Schedule: Monday-Friday, 9/80, 8:00am to 6:30pm off every other Friday.

License and Certifications:


  • Possession of a current license to practice as a Registered Nurse in the State of California.

  • Public Health Nursing Certification

  • Basic Life Support (BLS) certification from the American Heart Association.

  • Candidate will be required to obtain and maintain General Population Shelter training completion certificate within probationary period if not already trained.

  • Candidate will be required to obtain and maintain Psychological First Aid training through County and/or grant required provider within probationary period if not completed.

*A CADL is required.

EXAMPLES OF ESSENTIAL DUTIES

• Support the Nurse Manager, Program Chief, Director, or Manager and his/her assistants in planning, coordinating, and supervising the work of nursing personnel for multiple nursing units, programs, or departments; act for the Nurse Manager or program management during absences, or as directed.

• Evaluate or assist in evaluating the performance of subordinate personnel; assist in the scheduling of personnel and approving time cards; assist in the coordination of in-service educational programs and staff meetings; assist preceptors in developing unit orientation programs for new nurses or program staff.

• Assist in the development of policies and procedures, standards of care and practice, and in the monitoring of nursing care, in relation to those standards, to assure compliance with The Joint Commission (TJC), TitleXXII, and other regulatory standards such as those required by RUHS-MC,RUHS-PH, mental health or public health program grants; advise staff on the interpretation and application of agency policies, laws, and regulations.

• Assist in preparing administrative records, reports, and correspondence related to budget and unit or program operations.

• Promote reliability in the acuity classification of patients and serve as a working charge nurse or supervisor, as needed to meet staffing requirements.

• Promote collaboration among other departments, units, programs, and physicians; represent assigned unit(s) or programs in committee meetings; may address local groups on public health matters.

MINIMUM QUALIFICATIONS
OPTION I
Education: Successful completion of the education required to obtain a valid license to practice as a Registered Nurse by the State of California. A bachelor's degree from an accredited college or university in nursing is preferred.

Experience: Three years as a full time Registered Nurse in any healthcare facility. In addition to the required experience, one year of senior or supervisory experience is also required. Experience gained as an Interim Permit Nurse may be substituted for the required experience. For some positions, one year of experience in Community Health Nursing is required. A bachelor's degree from an accredited college or university in nursing or a health-related field may be substituted for one year of the required experience.

OPTION II
Education: Successful completion of the education required to obtain a valid license to practice as a Registered Nurse by the State of California. A bachelor's degree from an accredited college or university in nursing or a health-related field is preferred.

Experience: Two years of full time supervisory nursing in any healthcare facility.

ALL OPTIONS
Knowledge of: Application of the nursing process; full range of registered nurse duties and responsibilities; principles and methods of supervision and training; basic management skills; problem solving techniques.

Ability to: Plan, organize, supervise, and evaluate nursing services within specific unit(s); communicate effectively; positively manage change and conflict; interpret licensure and accreditation standards; analyze and draft department policies and procedures; apply productive problem-solving skills; write clear and concise reports; perform registered nurse or public health nurse responsibilities according to the State of California Nurse Practice Act; implement the nursing process.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.


A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    VACATION ACCRUAL (Bi-Weekly Accrual):
    0< 3 year = 80 Hours (10 Days)
    4< 9 years = 120 Hours (15 Days)
    10 or more years = 160 Hours (20 Days)

    Maximum Vacation leave accumulation is 480 hours.

    SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
    HOLIDAYS: Normally 12 paid holidays per year.

    BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).

    BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
