Summary:

Under the Director of Employee Relations, this role will partner collaboratively with internal stakeholders to implement Human Resources (HR) compliance solutions aimed at reducing risk and building a compliance program that promotes a culture of integrity, fairness, and legal adherence. This position manages, executes, and assists in ensuring that regulatory requirements and compliance initiatives for HR are achieved. The incumbent is also responsible for management and oversight of the immigration program and processes.

Essential Accountabilities:

• Collaborates with key stakeholders (e.g., Ethics and Compliance, Internal Audit, Legal, Business Resilience, Data Governance, and Cybersecurity) to monitor, interpret, maintain, modify, and implement all regulatory and compliance requirements relevant to HR.

• Tracks and monitors local, state, and federal employment laws and regulations which affect the organization's employment policies. Assesses impacts for state and federal regulations and mandates. Works in partnership with HR subject matter experts and employment policy facilitators to ensure HR policies and procedures are appropriately modified and communicated to the organization.

• Oversees internal and external audits on the operations of HR to assure compliance with federal, state, and local regulations. Maintains effective lines of communication with HR to ensure all audit responses meet auditor requirements. Monitors observations and/or findings. Ensures follow-up as agreed to on a timely basis. Functions as point-of-contact to auditors in HR-related audits.

• Identifies potential areas of compliance vulnerability and risk within HR, makes control recommendations, and implements programs and procedures for resolution of problematic areas. Keeps leadership informed of any changes in requirements and controls. Provides updates to leadership on a regular basis on the operation and progress of compliance efforts.

• Leads and manages responses to requests for employment data and documentation. Ensures timely and accurate submission of responses.

• Oversees schedule of employment and demographic filings. Collaborates with stakeholders to ensure data integrity. Ensures the timely and accurate regulatory filings.

• Coordinates with Records and Information Management (RIM) team to ensure that the retention of employment documents follows regulatory requirements.

• Oversees and manages all aspects of immigration program and processes (e.g., recruitment, I-9 compliance for visa holders, visa petitions, and PERM/green card processes). Remains abreast of changes in immigration laws, policies, and regulations to ensure compliance.

• Serves as a point-of-contact for outside counsel, coworkers, and internal stakeholders for immigration matters. Addresses immigration concerns and questions from employees and their managers. Responds to inquiries with empathy and professionalism.

• Collaborates with Talent Management, Legal, and other internal stakeholders on the full immigration case lifecycle, including initial review and analysis of visa petitions with outside counsel. Provides advice and guidance to stakeholders as well as ongoing education and training on immigration processes pertaining to work permits, visa sponsorships, and permanent residency for foreign nationals.

• Prepares regular reports and analysis to track immigration metrics and provide insights to HR and organizational leadership.

Minimum Qualifications:

• Ten or more years of experience in a regulatory environment, business administration, analytics, or related field or Bachelor's degree plus seven or more years of experience or training.

• Strong and effective analytical and creative problem-solving skills along with the capacity to identify and understand business objectives and associated risks of the operational area under review to improve the effectiveness or efficiency of operational processes.

• Working knowledge of Audit concepts and requirements (and the application thereof), including but not limited to controls, materiality, risk and risk control, sampling, deficiencies, and scope.

• Ability to identify federal and state regulations impacting business areas; familiarity with the Health Plan requirements relative to regulatory audits and enforcement actions; and understanding of the regulatory risks faced by the corporation.

• Effective communication and people skills (e.g., oral, and written communication including reports and other formal channels; ability to develop sound working relationships; ability to manage projects effectively to balance quality, cost, and time, etc.) as well as the ability to interact effectively with individuals at all levels in the organization.

• Skilled in planning and in maintaining composure under pressure while managing multiple projects and meeting deadlines.

• Excellent PC skills including Word, Excel, Access, and Cognos.

Physical Requirements:

• Ability to work prolonged periods sitting and/or standing at a workstation and working on a computer.

• Ability to travel across the Health Plan service region for meetings and/or trainings as needed.

Compensation Range(s):

Grade 209 Minimum $75,816.00 - Maximum $140,254.00

The salary range indicated in this posting represents the minimum and maximum of the salary range for this position. Actual salary will vary depending on factors including, but not limited to, budget available, prior experience, knowledge, skill and education as they relate to the position's minimum qualifications, in addition to internal equity. The posted salary range reflects just one component of our total rewards package.
