Summary

Administers human resources (HR)-related programs, projects, and processes for the People Strategy and Operations (PSO) department of the Board of Governors of the Federal Reserve System /Board. Serves as an internal consultant and lead on HR issues for the PSO. Manages projects with PSO and some Board-wide impact. Monitors emerging HR issues/trends. Works with the Board's HR unit to resolve problems as necessary and works closely with Board HR functional areas to identify and address PSO needs. Assists Board HR functional areas in the design and implementation of PSO solutions. Provides a combination of administration, business acumen, and functional HR consultation and professional experience to support the division to improve the effectiveness and efficiency of human capital. Provides input to managers/supervisors on people issues, develops PSO HR strategies, and influences PSO leadership teams.

This HR Generalist will be a part of the PSO Administrative and Operations (PSO Admin Ops) team, which manages and safeguards the integrity of employee personnel records and data throughout its life cycle and provides HR customer support to both current, termed, and retired Board employees. In this role, the HR Generalist will provide core customer support functions including process new hire onboarding documentation, support background investigations, verify education and employment requests, process candidate travel itineraries, complete I9 and GSA entry requests, and process employee separation requests. In addition to these core functions, provide tier 1 support for all PSO client requests including Benefits, HR policy, and HR systems questions/ issues via phone, email, Employee Service Center (ESC) and other contact methods. The HR Generalist will perform monthly performance reviews, compile monthly risk reports, investigate discrepancies, reconcile data synchronization items, and escalate issues as needed. This role will also require the HR Generalist to monitor PSO Admin Ops Service Level Agreements (SLAs) performance and advise teammates when SLAs are close to breaching predefined performance standards. In addition, the HR Generalist will perform quality assurance reviews of the work of other HR staff on the Admin Ops team to ensure compliance with internal controls and HR policies/procedures.

Duties and Responsibilities


  • Identifies current, emerging, and future HR trends and issues; prepares papers/written materials on the topic; and makes recommendations on how to address these trends/issues.

  • Recommends, designs, and develops new systems, policies, and procedures consistent with the PSO's strategic direction.

  • Initiates and conducts process improvement reviews. Determines appropriate approach, such as evaluation of current policies, statistical analysis, reviews of technology, and comparison with policies and procedures used throughout the Federal Reserve System, the federal government, and private sector organizations. Based upon analysis of often-abstract relationships, draws conclusions and makes recommendations.

  • Recommends, designs, or develops new systems, policies, and procedures consistent with the PSO's strategic direction.

  • May represent the PSO on broader Board-wide or interagency PSO HR work groups.

  • Establishes and maintains effective working relations with HR functional managers at the Board and in other agencies' PSOs.

  • Works closely with Board functional areas staff to identify technical training needs. May be asked to design and deliver training.

  • Assists in the design and implementation of business process reengineering plans.

  • Develops and implements HR policies, training, and organizational development activities for the PSO.

  • Tracks HR-related actions, inputs actions to the applicable database, coordinates with appropriate Board and PSO staff, and follows up as necessary.

  • On an ongoing basis, reviews existing job descriptions and revises as necessary, and writes new job descriptions.

  • Maintains close relationships with PSO and board employees in order to assess and be responsive to organizational climate and PSO and individual needs. Makes recommendations to address the climate and needs.

  • Briefs PSO management on HR issues/topics and divisional needs and requirements.

  • Informs employees and supervisors regarding policies related to HR topics. Develops and recommends solutions to a variety of HR topics/issues.

  • Works cooperatively with other HR, equal employment opportunity, and Legal staff in the implementation of major projects and recommendations.

Requires excellent research and analytical ability and effective oral and written communication skills typically acquired by completion of a Bachelor's degree or equivalent work experience. Requires expertise to provide leadership in at least one major functional area of human resources normally acquired through at least three years' experience. Requires demonstrated project management and presentation skills. Must possess a good understanding of the interrelationships of all HR functions. Experience using Microsoft Office and HR approval and tracking systems. Workday and ServiceNow experience a plus.

This position is hybrid, requiring a combination of telework and an in-office presence in Washington, DC.
