Overview

The Transmission Planning (Planning Policy & Research) Engineer is responsible for supporting Tariff production, NERC planning, and Engineering initiative activities. System Planning processes include Engineering Modeling, the Integrated Transmission Plan (ITP), Resource Adequacy, Planning Coordinator Assessments (PCA), and Research & Development (R&D). This requires support of multiple stakeholder working groups and the ability to work within and across departments to achieve the desired results. Key responsibilities include providing technical guidance on the development of study scopes and processes, representing SPP in industry and regulatory technical settings, and coordination with the SPP membership on key issues and results. As such, a deep understanding of the SPP transmission grid, tariff, and planning processes is required.

The Transmission Planning (Planning Policy & Research) Engineer will support and provide leadership of the overall objectives, resolution of critical issues, development of new concepts, consideration of policy matters relevant to the planning process, and the development and vetting of new techniques with the various stakeholder groups. The Principal Engineer is responsible for supporting development and improvement of Tariff and NERC processes and procedures that help ensure the reliability of the SPP transmission system, while maintaining economic consideration.

Essentials Functions

Governing Processes


  • Develop and maintain a strong level of familiarity with the governing documents for Tariff and NERC activities including: SPP Tariff, FERC & NERC standards, SPP Business Practices, SPP Planning Criteria, Seams Agreements and SPP Market Protocols and understand their relationship to the various SPP organizational groups.

  • Stay abreast of the latest FERC and NERC orders and rulemaking activities and SPP organizational group initiatives that impact the System Planning processes and initiate and facilitate change processes, including revision requests, needed to maintain SPP’s compliance.

  • Coordinate and communicate with SPP ITP stakeholders, transmission owners, affected systems, consultants and stakeholders in support of System Planning’s technical study activities and processes.

  • Prepare and present technical testimony and represent SPP as a subject matter expert in support of System Planning legal and regulatory needs.

  • Lead, review, and/or support System Planning technical data in support of regulatory changes, study processes, and special projects.

Engineering Responsibilities


  • Develop and maintain a strong level of familiarity with the SPP Transmission System, transmission planning concepts, power system analysis tools, and processes in order to provide technical and process guidance and support as needed.

  • Facilitate and implement development, maintenance, and improvement of technical engineering processes, procedures and documentation used in System Planning.

  • Be available to perform power flow, stability, and short-circuit modeling and analysis as needed to supplement technical staff and to participate in or lead special projects as assigned.

Stakeholder Relationships


  • Develop positive stakeholder technical, supervisory, leadership and management level relationships as necessary to accomplish SPP objectives and assigned directives.

  • Develop and maintain necessary relationships with internal and external technical staff and customers to collect data, collaborate on analysis, and share results of work products.

  • Facilitate stakeholder feedback discussions to reach a positive stakeholder consensus to the fullest extent possible.

  • Fulfill staff secretary role (Meeting minutes, action items, Robert’s Rules of Order, etc.) for technical working groups if called to do so.

SPP Culture and Core Values

  • Incorporate a fundamental working understanding of the SPP Culture Drivers, Mission and Core Values and apply this directly to all engineering assignments and any SPP related effort, not necessarily limited to engineering.

  • Understand and comply with SPP Policies and Procedures.

Qualifications 

Education Requirements

Bachelor of Science in Engineering, this degree should:


  • Be from a university that meets the requirements to sit for the Professional Engineering exam (in Arkansas, that is most typically a degree from an ABET accredited university or a graduate degree from a college that has an ABET accreditation),

  • Degree should be in a calculus-based engineering field and preferred degree programs are Electrical Engineering, Computer Engineering, Industrial Engineering, Mechanical Engineering, or Systems Engineering

Sr or Sr Engineer II Requirements


  • Sr. Engineer - Five (5) years of relevant Engineering experience; Professional Engineer License may satisfy one year of experience requirement.

  • Sr Engineer II - Nine (9) years of relevant Engineering experience; Professional Engineer License or Advanced degree in related field of study may satisfy one (1) year of experience requirement. Two (2) years of experience may satisfy both a Professional Engineer License and Advanced degree in related field.

Lead Engineer Experience Requirements:


  • 12 years’ of relevant Engineering experience; OR

  • 11 years’ of relevant Engineering experience with an advance degree  OR

  • 11 years’ of relevant Engineering experience with a Professional Engineers License OR

  • 10 years’ of relevant Engineering experience with an advance degree and a Professional Engineers License

  • Must have previous experience in RTO Market Support, Design or Implementation. Experience can be from the RTO or market participant role

Lead Engineer Professional Certification Requirements:

A Professional Engineer license is required for this role; however, 12 years’ industry experience may be considered in lieu of a Professional Engineer License

Principal level Experience Requirements


  • 15 years’ of relevant Engineering experience; OR

  • 13 years’ of relevant Engineering experience with an advanced degree in Electrical, Computer, Industrial, Mechanical or Systems Engineering

Professional Certification Requirements


  • A Professional Engineer license is required for this role; however, 17 years’ relevant experience may be considered in lieu of a Professional Engineer License

Other Requirements


  • Advanced proficiency with most power systems analysis tools with a solid command of several tools and/or processes

  • Working knowledge of the Open Access Transmission Tariffs, as well as FERC & NERC governing documents

  • Advanced knowledge of several power systems analysis tools applicable to power system steady state, dynamic, short circuit, and database management systems

  • Experience in multiple functions/departments

  • Strong inter-personal and team work skills

  • Excellent written and verbal communication skills

  • Understanding of and compliance with SPP Policies and Procedures

Preferred


  • Advanced degree in related field of study

  • Transmission planning experience in the western interconnection

Work Environment


  • This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Position Type and Expected Hours of Work


  • This is a full-time position. Days and hours of workweek are Monday through Friday; 8:00 a.m. to 5:00 p.m. Working extended hours may be required.
