ABOUT THE POSITION

The County of Riverside's Registrar of Voters is seeking an Elections Tech II- Operations to support the Warehouse Operations unit in Riverside.
PLEASE NOTE: Incumbents must be available to work weekends and holidays, including mandatory overtime.
The Elections Technician II - Operations role involves the preparation, processing, and upkeep of elections materials, audio-visual products, supplies, and equipment. They will also assist with public logic and accuracy, voter equipment, staging equipment for transfer companies, records/retention maintenance, and inventory management of election materials and equipment. Additionally, they will be responsible for monitoring inventories and performing various semi-skilled manual and labor-intensive tasks in the maintenance and operation of the elections warehouse and associated storage facilities. They may also be assigned other related duties as needed.

EXAMPLES OF ESSENTIAL DUTIES
• Assembles Voting Precinct Supply sets for distribution to precinct officer.

• Assembles various boxes needed to conduct elections.

• Operates forklift and other equipment in the loading and unloading of elections and office supplies, equipment, furnishings.

• Assembles and moves office equipment and furnishings.

• Distributes office supplies including, but not limited to, computer paper, copier paper, voter registration cards, envelopes, etc.

• Assists in the delivery and pick-up of election equipment, materials, and supplies (voting booths, ballot boxes, tables, chairs, computer tapes, sample ballots, voter registration forms, flags and flagpoles) for various smaller elections at multiple locations, to/from vendors and others throughout the County.

• Voted and unvoted official ballots, sample ballots, State pamphlets, and office forms, by boxing, palletizing, shrink-wrapping and loading on to recycling vehicles by forklift and manually.

• Receives, inventories, and separates all official voting ballots.

• Sort and verify by precinct number, ballot type, and numbering sequences.

• Restocks and regularly inventories all equipment and supplies in warehouse and/or storage facilities.

• Maintains, repairs election and office equipment, including but not limited to, voting booths, ballot boxes, tables, chairs, light fixtures, handles, hinges, etc.

• Picks up and delivers all office mail.

• Performs daily maintenance on forklift.

• Maintains filing system of incoming and outgoing material (inventory).

• Stores inventory and repaired election equipment, materials, and supplies.

• Schedules transport companies for delivery and pickup of voting equipment.

• Assists in the delivery and set-up of remote counting computers.

• Supervises and directs the work of temporary and/or seasonal warehouse workers during high workload and peak election times.

MINIMUM QUALIFICATIONS
Knowledge of: Basic techniques of receiving, storing, and issuing supplies and materials; basic hand tools required in routine office or equipment repair; routine warehousing principles; basic forklift operation and maintenance; basic techniques of perpetual inventory methods and procedures; some requirements of the mandates of elections code storage, material maintenance, and destruction.

Ability to: Perform manual labor and/or lifting tasks; operate a forklift; use tools and equipment in a safe and efficient manner; read, understand, and follow directions in English; write simple messages in English; speak English at an effective level for job performance; perform basic arithmetic; maintain cooperative working relationships; operate standard warehouse, elections equipment, including but not limited to binders, bursters, paper cutters, joggers, punchers, stitchers; fill requests and follow written directives for inventory and or repairs; keep records of receipt and delivery of supplies and materials; assemble new and used office equipment and furnishings; Disassemble, inspect, repair, and reassemble voting equipment; read, understand, and apply directives on elections codes and regulations as they apply to the storage, maintenance, and destruction of records and materials; maintain a filing and inventory record system; learn and assist with the set up and operation of remote electronic vote counting and other elections equipment.

Experience: Two years full-time experience, which must have included responsibility for communication and/or explanation to the public and/or co-workers, in one or both of the following:

Receiving, storing, and/or issuing stock, equipment, supplies, materials, and/or keeping records and/or reports;

OR

Performing the assembly, adjustment of, or repairs on office equipment, mechanical equipment, or printing equipment;

OR

Operating of offset printing equipment.

License/Certificate: Possession of a valid California Driver's License is required.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.


A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    VACATION ACCRUAL (Bi-Weekly Accrual):

    0< 3 year = 80 Hours (10 Days)
    4< 9 years = 120 Hours (15 Days)
    10 or more years = 160 Hours (20 Days)

    Maximum Vacation leave accumulation is 480 hours.

    SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.

    HOLIDAYS: Normally 12 paid holidays per year

    BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)

    BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
