Primary Role

The Regional Manager - Operational Technology will be responsible for the performance of all state SCADA Teams within their associated region. Provide leadership, oversight, and guidance for state SCADA Leads in support of providing consistency and standardization for our SCADA implementations and operational technology deployments.
This position will assist in managing/maintaining the communication of, and compliance to all defined standards, requirements and best practices that impact the deployment of IT/OT systems, as well as develop and maintain key relationships with other groups within the business (e.g. Operational Excellence, IT/OT, Engineering/Construction, Supply Chain, Water Quality and Operations/Production.
The combined team of Regional Managers will also work closely together to drive standardization and efficiency improvements across the enterprise, as well as provide oversight and guidance for capital project planning/budgeting, spending and prioritization.

Key Accountabilities


  • Lead, mentor, and coordinate state SCADA Leads and/or Employees on project budgets, schedules, and all deliverables defined by local State Lead responsibilities.

  • Provide governance and guidance to hold team accountable to adhering to enterprise-wide OT/SCADA initiatives, standardization strategies, and best practices.

  • Establish, maintain, and evolve relevant performance metrics and analysis criteria for status reporting and continued operational efficiency improvements.

  • Assist in identifying and developing business process changes/workflows leveraging OT/SCADA technologies to improve business performance and efficiencies, where applicable.

  • Participate in Business Partner (BP) committees and workgroups to develop, deploy and maintain standards, standard operating procedures, best practices, and metrics for their respective responsibilities. BP's include Operational Excellence, Engineering, IT/OT, Supply Chain, Water Quality, and Operations/Maintenance.

  • Assist in identifying, developing and evaluating a strong System Integration/Vendor community to provide a reliable, trusted and experienced support community for OT/SCADA-related projects and deployments.

  • Assist in contract management and/or enterprise agreements with key partners and providers.

  • Develop and provide consistent and routine reports and presentations to senior management and initiate other communications, as required.

  • Continue to develop leadership skills and expertise in OT/SCADA and Project Management. Participate in workshops, training, or vendor presentations introducing new/evolving technology.

  • Proactively provide feedback to state SCADA Leads, as well as providing and soliciting input and feedback from peers and key stakeholders.

Knowledge/Skills


  • Effective presentation and communication skills.

  • Strong interpersonal and leadership skills (e.g. persuasion, negotiation, listening, cooperation, tact, diplomacy, problem solving, internal consulting, etc.)

  • Strong project management skills, with the ability to manage multiple projects simultaneously.

  • Ability to structure and conduct fact-finding interviews at various levels within the organization.

  • Excellent analytical, technical, and problem-solving skills. Analyzes and resolves business issues through the application of critical reasoning skills and general business experience.

  • Advanced-level understanding of water and wastewater process automation and SCADA systems and can apply that knowledge to maintaining and evolving standards for the enterprise.

  • Knowledge of systems such as computerized maintenance management systems (CMMS), customer service systems, financial systems, and project management systems.

Experience/Education


  • Bachelor's degree in electrical/automation engineering, computer science, information systems, or similar field. Master's degree is preferred. Equivalent work experience may be considered.

  • Over 12 years of work experience in Operational Technology related field, with an emphasis on system architecture, infrastructure, industrial control systems, and/or cyber security.

  • Over 5 years of experience with Project Management; associated with large projects/programs, initiatives involving multi-discipline collaboration.

  • Proven experience managing a team; both direct reports and external resources (i.e. contractors/vendors/Integrators).

  • Strong experience with Allen Bradley/Rockwell PLC controllers.

  • Strong experience with HMI systems, preferably Inductive Automation Ignition.

  • Public Utility experience a plus.

Travel Requirements


  • As necessary, approximately 25%

  • Periodic regional travel; occasional national travel (corporate/state visits, conferences, etc.)

Work Environment


  • May supervise up to 5 employees, plus 1 or more contractors.

  • Standard office environment (typical); some visits to outdoor and facility/operations environments may be required.
