Role description:

Arcadis is seeking a Deputy Third-Party Oversight Manager for our Selma, CA location to work on the California High-Speed Rail project.

Must be able to work onsite in Selma, CA.

The Deputy Third-Party Oversight Manager will play a crucial role in supporting the Third-Party Oversight Manager to manage a team of Third-Party Coordinators. The team's assignment is to oversee the relocation of existing utilities in advance of construction and interface with railroad agencies on design and construction work as it relates to the CHSRA System. Typical utility agencies are PG&E, Southern California Edison, Southern California Gas, Telecom, and irrigation districts, and UPRR and BNSF for the railroad agencies.

Role accountabilities:


  • Provide expert guidance in identifying and assessing utilities impacted by the construction and contribute to the design of utility relocation plans.
  • Ensure that the design and relocation of utilities comply with the requirements of public or private utility owners affected by the project.
  • Coordinate with third-party agencies, including irrigation districts, PGE, ATT, Sempra, Lumen, and Telecom agencies, to facilitate effective collaboration.
  • Participate in regular interface coordination meetings initiated by the Design-Build team and schedule additional meetings as necessary.
  • Document Change and respond to claims of Change as related to Third-Parties
  • Manage the Provisional Sum including development of Task Orders and Scope Conformance.
  • Communicate with other PCM discipline teams to ensure that the entire PCM team is aware of potential risks or impacts to the project.

Required Qualifications:

  • 8+ years of experience in utility coordination for engineering and construction projects, including extensive engagement with third-party stakeholders and utility agencies.
  • Bachelor's degree in a related field or equivalent work experience.

Key Skills and Attributes:

  • Ability to communicate in a professional manner to many stakeholders.
  • Proficiency in Microsoft Office Suite, including Word, Excel, PowerPoint, Outlook, etc.
