About the Opportunity

The Federal Reserve Bank of Richmond’s Supervision, Regulation and Credit Department (SRC) has an exciting opportunity for an Examiner on the IT Risk supervision team.  

In the role, you will assist and lead Information Technology examinations, communicate findings of supervisory activities to appropriate supervisors and satisfactorily complete all training and assignments within established timeframes.  You will supervise community and regional financial institutions by assessing their inherent risk, internal controls and risk management practices related to information technology.  You will conduct examinations and ongoing reviews, analyze internal reports, formulate supervisory findings and hold discussions with institution management. Your written and oral communications must be conclusion oriented, well-supported and consistent with regulatory and department standards and established market practices.  You will report to a Senior Manager.

What You Will Do


  • Plan and execute full-scope and targeted IT examinations of complex financial institutions.


  • Complete and concisely document exam work, such as scope and conclusion memos and examination write ups, as assigned without assistance.


  • Display advanced knowledge in the IT examination area.


  • Performing ongoing monitoring of IT risk areas to determine the effectiveness of a financial institution’s operational risk management programs, gain firm peer perspectives and assess emerging IT and operational related risks.


  • Conduct department vettings; make decisions regarding enforcement.


  • Evaluate management and influence its actions through effective negotiation and conflict resolution to achieve supervisory goals.


  • Provide meaningful and timely feedback to staff regarding supervisory events.


  • Deliver concise and well-written supervisory documents.


  • Assist supervisory examiner with Board of Governors requests and reporting.


  • Provide training to other staff members regarding the supervision of IT activities, operational risk and risk management practices.


  • Actively monitor trends in the IT and operational risk fields and remain current concerning the products and services offered by financial institutions throughout the District.  Routinely share knowledge gained with other staff members.


  • Perform routine analysis of IT trends and emerging technologies for supervisory examiner.


  • Communicate findings and examination ratings to supervised institutions and Reserve Bank management.


  • Willing and able to travel up to 25% of the time, economic and public health conditions pending


  • Perform other duties as assigned


Qualifications


  • Minimum 3 years of bank, industry, regulatory or equivalent experience


  • Bachelor’s degree required; Finance, Business Administration, Accounting, Management Information Systems or Computer Science is preferred.


  • Minimum three years’ experience and working knowledge of one or more IT topical areas preferred. Examples may include: Risk management and reporting, information security, business continuity and resiliency, network management/architecture, IT audit, vendor risk management, vulnerability management, IT asset management, patch management, and data center operations and management.  Knowledge of common frameworks such as FFIEC, NIST is highly desirable.


  • Excellent written and verbal communication ability, articulating a range of complex issues clearly and persuasively as appropriate to audience.


  • Ability to complete complex assignments independently, successfully manage multiple assignments, and prioritize effectively to meet goals.


  • Has obtained commissioned examiner credentials or has commensurate relevant industry experience in the IT field.


  • Certified Information Systems Auditor (CISA) or Certified Information Systems Security professional (CISSP) professional designation is highly desired.

  • Under Conflict of Interest guidelines administered by the Board of Governors of the Federal Reserve System, examining personnel may not participate on an examination of a financial institution or affiliate if the examiner was employed by the financial institution or affiliate within the past 12 months.



  • Please review Bank’s Employee Code of Conduct to ensure there are no major issues related to your previous employment and current financial interests (relevant sections are 5.3 and Appendix B, Parts I, II and III). FRB ethics rules generally prohibit employees and their immediate families from owning investments in banks, savings associations, or their holding companies (Section 5.3). Additionally, employees engaged in Supervision and Regulation may be subject to borrowing and deposit restrictions. These employees may need to recuse themselves from certain supervisory work based on:



    • Their borrowing relationships (Appendix B Parts I.1, II.1 and II.2)


    • If a financial institution employs a member of the employee’s immediate family (i.e. spouse, child, parent, or sibling) (Appendix B Part I.3 and Part II.3)


    • If the individual was employed by the financial institution or affiliate within the past 12 months (Appendix B Part I.3 and II.3).


    • In certain cases, the recusal may be so extensive it could materially reduce the effectiveness of the prospective employee’s job responsibilities.




  • The hiring range of the Examiner – C&R – Int. is $81,800 – $102,300 annually.


  • The hiring range of the Examiner – C&R – Sr. is $117,200 – $146,500 annually.


  • The hiring range of the Examiner – C&R – Adv. is $130,700 – $163,400  annually.


  • Salary offered will be based on the job responsibilities and the individual’s knowledge, skills, and experience as defined in the job qualifications.
