Primary Role

Manages the company's team and activities related to Plant (Fixed Asset) Accounting, including but not limited to preparing and maintaining utility and non-utility plant accounting financial records, reviewing and interpreting the impact of rate case orders on Plant accounting records, analytical studies on historical, forecast, and pro-forma of fixed asset data including the development and review of plant information incorporated into depreciation studies. Also responsible for standard setting and methodologies for recording capital expenditures.
Provides value-added analysis, data and reports to leadership, and internal and external customer groups.

Key Accountabilities


  • Ensure Plant accounting records are maintained in accordance with GAAP and Regulatory requirements while adhering to SOX internal controls related to this process.

  • Manage Plant Accounting staff. Includes training and coordination of workflow. Drive high level of performance.

  • Participate in development of critical plant related policies and procedures.

  • Keep current with emerging accounting and reporting guidance and trends including state regulatory, FASB and SEC standards and interpretations as it relates to Utility Plant Accounting.

  • Identify and understand emerging business issues affecting the company and water/wastewater industries.

  • Interact with senior leadership, and provide insight and counsel around capital/fixed asset related strategies.

  • Initiates actions that lead to operational efficiencies and process improvements.

  • Lead the standardization of accounting practices related to capital projects and plant accounting.

  • Support other ad hoc requests or projects, as needed.

  • Build and leverage working relationships by partnering with key stakeholders, including senior management, Rates and Regulatory and Capital Engineering groups.

Knowledge/Skills


  • Strong utility plant accounting skills and knowledge; solid understanding of current generally accepted accounting principles and regulatory reporting requirements. Ten plus years of experience in these areas preferred.

  • Knowledge of depreciation studies and asset retirements and the impact on depreciation and cost of removal rates on a company.

  • Proven ability to provide support during company-wide rate cases.

  • Demonstrated ability to provide capital vs. expense guidance to normal and unique transactions.

  • Demonstrated ability to manage complex tasks and issues.

  • Proven ability to coordinate projects and successfully manage multiple priorities.

  • Strong communication skills including excellent written and presentation skills.

  • Must foster teamwork, show work commitment through a focus on results and meeting or exceeding deliverables for monthly closings, audits, and special projects.

  • National Association of Regulatory Commissioners (NARUC) knowledge preferred.

Experience/Education


  • Requires BS/BA in Accounting or Finance or equivalent combination of education and experience. CPA or MBA desirable.

  • Experience with utility plant accounting processes and capital asset systems, especially PowerPlan.

  • Requires proven track record of superior experience in the finance and/or plant accounting discipline, public accounting, or regulatory environment.

  • Requires demonstrated proficiency in multiple functions, as well as successful assumption of increasingly technical projects and responsibilities.

  • Requires proven ability to provide expert technical advice to others in an accurate and timely manner.

  • Leadership experience preferred.
