Senior Associate – Planning Area - Government Services at Horne LLP

Job Description:

Under the direction of the Team Lead, Senior Associates are responsible for coordination and implementation activities throughout the project’s lifecycle. Senior Associates are responsible for creating and developing all the applicable program documents and reports and participating in client meetings. Senior Associates work closely with Project sponsor and/or subrecipients and provide reporting oversight needed to internal and external clients.

  • Develop and review Program's documents including Program Guidelines, Notice of Funding Availability (NOFA), Request for Proposals (RFP) packages, Scopes of Work (SOW), Standard Operating Procedures (SOP), Planning Frameworks, Subrecipient Agreements (SRA) exhibits, workflows, agreements, notifications, presentations, and other document templates.

  • Review invoices and progress reports.

  • Identify and manage project risks and opportunities.

  • Produce all required project reports.

  • Hold regular status and progress report meetings with the client.

  • Organize monthly report supporting documents.

  • Provide the client with engagement and outreach materials, presentations, and talking points regarding the program.

  • Support response to Monitoring and Audits process for federal and local regulatory bodies.

  • Develop, organize, monitor, and maintain detailed Program's document files on different digital platforms.

  • Participate in program design work sessions.

  • Draft, format, and file notifications, letters, memos, and all required meeting documents (agendas, meeting summaries, sign-in sheets).

  • Keep records of every document sent to and received from the federal entities and other stakeholders.

  • Assist in the preparation of regularly scheduled reports.

  • Conduct data entry, maintain computer and manual filing systems.

Required education and experience



  • Juris Doctor, master’s degree in planning or public administration preferred, and bachelor’s degree in planning, architecture, public administration, or related field required.

  • Public Administration;

  • Disaster Recovery or Mitigation Planning or Program Management;

  • Policy and Regulations analysis, processes, and development; or

  • Planning in public sector, local governments, including public participation processes.



  • Fully Bilingual (English & Spanish)

  • Basic knowledge of MS Office Applications (Word, PowerPoint, Outlook, Excel)


Preferred education and experience



  • Knowledge in project management tools and workflow development tools (such as Microsoft Visio or equivalent)

  • Licensed Professional Planner (PPL), American Institute of Certified Planners (AICP) Certification, Licensed Attorney (Esq)

  • Project Management Professional Certification (PMP)
