Position Description

This position will be in the Kinder Morgan Operations Support Group Engineering - Codes and Standards department. This Pipeline Engineer position will support the all four Kinder Morgan business units by coordinating, conducting, supporting, and facilitating all Pipeline Safety inspections and audits conducted by USDOT and State regulatory agencies. This position will ensure the business unit's compliance with applicable federal, state, municipal, and internal Pipeline Safety regulations.
Essential Duties and Responsibilities:


  • Lead DOT/PHMSA and State pipeline safety related inspections.

  • Assist Operations staff prepare for PHMSA/DOT and other regulatory inspections on an as needed basis.

  • Will be required to carry a company provided cell phone and be on call for emergency response and reporting duties. When on call duty the employee must be available and respond to calls 24/7.

  • Participate in Corporate Incident Response including making regulatory and other notifications as required.

  • Must be able to work in a team environment, take direction from supervisor(s), adhere to work schedules, focus on details and follow work rules.

  • Monitor Pipeline Safety regulatory agency changes, develop interpretations & comments, analyze impact to Company operations, and implement needed updates to internal procedures, practices and processes in order to stay compliant.

  • Lead the review of O&M and other Kinder Morgan (KM) Procedures to maintain ongoing regulatory compliance.

  • Actively support and help lead the KM Public Awareness, Operator Qualification, and Drug and Alcohol Programs.

  • Actively support and help lead the KM Operations Management System processes and initiatives.

  • Interact extensively with regulatory agencies, KM Engineering, Operations, Project Management, and the KM Pipeline Safety Technical Working Group.

  • Interact with PHMSA, other Agencies and industry trade associations to develop effective pipeline safety regulations and practices.

  • Must have well developed organizational skills, be proficient in oral and written communications and be able to work with minimal supervision.

  • Create well prepared written and oral responses to Agencies as required by regulatory actions.

  • Must be proficient in computer software applications including Microsoft Office.

  • Willingness and ability to travel 25% - 50% of the time is required; motor vehicle and air travel expected.

  • Must be able to travel to across the US.

  • Core work hours will be Monday through Friday but candidate must be willing to occasional late hours and weekends to meet business unit work objectives. Weekend travel will be expected when required to meet business unit obligations.

  • Must have access to high speed internet at home.

Work Schedule: This position offers a hybrid schedule (Monday-Wednesday in office, Thursday and Friday working remotely).

Position Requirements

Position Title will be assigned based on the level of Pipeline Safety experience.


  • 4 year degree in Engineering is preferred. Equivalent experience will be considered in lieu of degree.

  • Knowledge of regulatory structure and compliance with emphasis on 49 CFR 191, 49 CFR 192, 49 CFR 193 and 49 CFR 195 Pipeline Safety Regulations.

  • 3-5 years of experience in Pipeline Safety regulatory compliance, pipeline engineering, operations, or project management required.

  • Working experience and application knowledge of pipeline safety regulations associated with:
    • US-DOT/PHMSA or State partners.


  • Working experience and application knowledge of United States DOT - 49 CFR Part 192, and 195, and applicable state pipeline safety regulations.

  • Good verbal and written communication skills, including ability to interact with individuals at all levels in the organization.

  • Working experience with presenting information to an audience.

  • Working experience with Management of Change processes.

  • Working experience and knowledge of API - RP 1162 Public Awareness Programs for Pipeline Operators.

  • Working experience and knowledge of API - RP 1173 Pipeline Safety Management Systems, or other similar Industry management system process a plus.

  • Working experience and application knowledge of various pipeline industry related standards such as API, ASME, NACE and NFPA.

  • Must be able to work with confidential and sensitive information in a professional manner.

  • Must be self-motivated and capable of working with minimal direct supervision.

  • Must be capable of completing and tracking multiple tasks simultaneously, and often under strict deadlines.

  • Proven organizational and time management skills required.

  • Intermediate to excellent proficiency level in computer skills (PowerPoint, Outlook, Word, Excel, and SharePoint).

Physical demands:
  • Be able to work in appropriate Personnel Protective Equipment (PPE) for hot and cold climates.
Working conditions:

  • Be able to work in both office and outside field environments.

  • Must possess and maintain a valid driver's license and a driving record satisfactory to the company and its insurers.

  • The successful candidate will be required to clear a drug screen and a complete background check, after an offer has been extended and prior to being employed.

Travel:
  • 25 - 50%.
