This position plans, organizes and implements the organization’s Real Property appraisal, acquisition and relocation program for projects included in the General Fund and any other approved projects as well as Property Management programs.

Duties & Responsibilities:    
ESSENTIAL:


  •  Recruits staff to include interviewing, hiring, assigning work, training, coaching, and counseling to ensure consistent application of Employee Guidelines, processes, and procedures. Conducts performance review, and holds employees accountable for performance of their responsibilities.

  •  Manages the planning, development and implementation of federally mandated Right of Way Management Plans (RAMP) for RTD acquisition projects.

  •  Manages Real Property section role in multiple Environmental Impact Statement studies as a member of RTD teams conducting Environmental Impact Statement (EIS) studies for corridor alignments and major facility locations.

  •  Manages multiple, confidential displacement relocation projects, ensures the projects preserve grant eligibility and manages confidential analysis of appraisals and risks associated with acquisition and relocation activities to assure overall project budget and schedule integrity.

  •  Manages and participates in the drafting and the preparation, maintenance, and control of the legal documents required for land acquisition, property leasing, licenses, permits, rights of entry and joint development agreements and works directly with public agencies, state and local governments, and private entities to obtain necessary agreements and permits to consummate property transactions.

  •  Leads the Park-n-Ride inter-departmental task force for planning, analyzing, and making recommendations for Park-n-Ride and transit center development.

  •  Prepares annual budget and Transportation Development Plan (TDP) for real property projects. Prepares right of way budget for capital projects.

Qualifications:    


  • Bachelor degree in real estate management or related field.

  •  Real estate broker license, appraisal certification, right-of-way certification, or equivalent experience.

  •  A minimum of five years of experience as a right-of-way agent with a public or private agency.

  •  A minimum of five years of experience working with federal property acquisition regulations and relocation procedures found in the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended.

  •  A minimum of five years of experience working with lease agreement components and contractual provisions, title commitments and policies, real estate closing procedures and real estate documents.

  •  Proficient with Microsoft Office Suite.

  •  Ability to communicate effectively, orally and in writing.

  •  Ability to use sound judgment.

  •  Ability to manage time and workload effectively which includes planning, organizing, and prioritizing with attention to details.
