JOB SUMMARY

The Contracts Compliance Specialist (CCS) is responsible for oversight and administration of the federal contracting process across our organization. This role will work with our business development, compliance, legal and operations teams to ensure all aspects of the contracting process meet requirements, beginning to end on new contracts as well as all contract renewals.

The CSS will use various databases as a part of routine contract administration and to pull, analyze and produce reports. Ideal candidates demonstrate strong excel skills and ability to conduct detailed audits, have an exceptional eye for detail and can work well in a deadline driven environment.

C O N T R A C T A D M I N I S T R A T I O N

Duties include:


  1. Overseeing all Federal Contracting actions, such as review and processing of Contracts, Contract Modifications, Contractor Performance Assessment Reports (CPARs), and emerging contractual issues with the customer.

  2. Assess terms and conditions of existing contracts and new solicitations to support the business; identify, manage, and mitigate business risks and ensure that all internal governance is followed.

  3. Establish & maintain effective working relationships with appropriate federal agencies, contracting officers, and other government points of contact. Provide timely response to government requests and develop and maintain customer relationships to ensure positive and constructive interactions both internally and externally.

  4. Provide compliance support and subject matter expertise to management personnel across the Federal business, including Senior Leadership, Operations, Finance and Business Development

  5. Support business development activities, including review of RFPs for federal compliance requirements, and drafting and providing input into proposals and negotiation messages.

  6. Provide advisory services to the business on new compliance requirements related to growth opportunities within the federal contracting market.

  7. Manage the workflow of all federal contracting actions across the portfolio, such as contract modifications and Contractor Performance Assessment Reports (CPARs), and ensuring all internal governance is followed, and there is timely response to the government.

  8. Audit invoices and payroll data reports to customer contractual requirements to ensure contract compliance, responsible for resolving any escalated issues, discrepancies, and / or other contract compliance issues

  9. Maintain contract documents and supporting documents for billing; coordinate with internal and external clients to resolve discrepancies with service authorizations; evaluate and provide feedback for business processes with government.


C O M P L I A N C E

  1. Responsible for managing full contract compliance with all applicable laws and regulations to include, but not limited to the following: Federal Acquisition Regulations (FARs), the Defense Federal Acquisition Regulations (DFARs), Service Contract Act (SCA), Davis Bacon Act, the Federal Sentencing Guidelines, and the False Claims Act.

  2. In partnership with business leadership, legal and operations the CSS will engage in strategic planning to ensure programs remain relevant and viable, and the Company is protected from unforeseen risk

  3. Contract transition support to include reading / understanding disseminating Performance Work Statements (PWS ) /SOWs, Post Exhibit(s), and other Contract Exhibits, creating abstracts of the technical and pricing proposal for distribution to appropriate stakeholders

  4. Responsible for all aspects of contract Life to include receiving / reviewing / executing / distributing and maintaining contractual documents for all contracts and subcontracts.

  5. Respond to inquiries received from outside audit agencies, government contracting officers or their representatives. Oversee any external federal government audit of the Company's federal contracting and compliance program.

  6. Responsible for GSA Schedule management ad correlated activities

  7. Prepare for and response to biannual Contractor Visits / Audits of our schedules with GSA

MINIMUM QUALIFICATIONS AT ENTRY

Additional qualifications may be specified and receive preference depending upon the nature of the position

Basic Qualifications


  • U.S Citizenship preferred

  • At least 18 years of age

  • Ability to acquire and maintain any other specific special clearances / access requirements.


Education/Experience

  • Bachelor's degree in Business, Finance, Accounting, Economics or equivalent. Additional relevant experience may be substituted for the required education on the basis of one calendar year of experience for one academic year of education.

  • At least three (3) years' government contracting experience, or an equivalent combination of education and experience sufficient to perform the essential functions of the job, as determined by the company.

  • At least one year experience working with GSA schedules

  • Those with Federal contract compliance experience are preferred


Background Prerequisites

Must undergo and meet company standards for background and reference checks, controlled substance testing, and behavioral selection survey, in addition to any mandatory licensing requirements
