Job Summary

Directs the operations and staff performing the scanning, indexing, creating and uploading MTF initiated enrollment forms, faxed and mailed enrollment forms and correspondence including return mail. Coordinates Enrollment initiatives in collaboration with Defense Health Agency (DHA), TriWest's subcontract partners, and Defense Enrollment Eligibility Reporting System on integration matters as needed. Manages support staff and keeps in compliance with staffing budget.

Education & Experience

Required:

• Bachelor's degree in Business, Information Technology or related field or equivalent
• 5 years of experience in mailroom processing, imaging and scanning, or operations enrollment or healthcare system operations
• 3+ years supervisory / leadership experience

Preferred:

• TRICARE knowledge; including knowledge of enrollment processes and systems such as DEERS and Beneficiary Web Enrollment

Key Responsibilities

• Directs Tricare Mailroom including scanning, indexing and imaging operations and staff to achieve departmental goals of daily clean desk policy.
• Develops and implements process improvements to enhance production standards, practices, and procedures.
• Ensures that Enrollment forms other documents are processed and records management operations are consistent with defined procedures and comply with TRICARE and government requirements.
• Supervises, coaches, trains, and develops staff.
• Coordinates work schedules.
• Ensures that staff is fully-informed of TRICARE fundamentals and contractual changes.
• Develops annual employee performance reviews and developmental plans.
• Sponsors, manages and participates on special projects with cross-functional work groups including senior leadership from TriWest, TriWest's subcontract partners, Defense Health Agency (DHA) and other applicable TRICARE departments.

• Ensures that indexed documents are audited for accuracy using statistically-valid sampling techniques.
• Coordinates and oversees system changes in operational processes, including new technologies.
• Represents Enrollment leadership at meetings as necessary.
• Oversees Enrollment adherence to timeliness standards and daily clean desk process insuring all documents and scanned into the system on the date of receipt.
• Coordinates with peers in efforts to document issues relating to enrollment mail, document creation and scanning with other TriWest departments and external entities, including TriWest's subcontract partners, TRICARE, TRICARE Customer Assistance Centers, PGBA, Congressional and Customer Relations, Health Care Services, Contract Compliance Management, Claims, and Provider Services Management.
• Ensures complete and prompt resolution to any issues requiring scanning including multiple document image separation, outreach to beneficiaries attempting to send documents unsuccessfully, return mail and daily creation and ingestion of any MTF initiated ADSM enrollment image intervention.
• Collaborates with others to execute resolution, including TriWest department management and Field Operations, DHA Enrollment SME's, Health Benefit Advisors, and Beneficiary Counseling and Assistance Coordination Representatives.
• Develops and tracks metrics to measure effectiveness and efficiency of Enrollment Scanning operations for process improvement.
• Monitors Enrollment form creation and ingestion from MTF partners.
• Ensures mail is opened and scanned daily as received by USPS and any other mail vendor such as Fed Ex or UPS.
• Ensures department desk procedures are up-to-date and accurate.
• Participates in projects, cross-functional teams, cross-functional meeting, and conferences as required.
• Updates Enrollment Director on personnel issues, system issues or process issues that impact workload.
• Works overtime as needed.
• Regular and reliable attendance is required.

Technical Skills: Thorough knowledge of performance measurement tools and process improvement techniques; knowledge of information systems used for billing and accounting; working knowledge of TRICARE program; ability to analyze, apply, interpret and communicate policy, procedures and regulations; proficient in Word, Excel, PowerPoint, Access, and Visio; strong collaboration skills for cross-functional issues.

*Annual base salary for Colorado and Washington State residents: $75,000 - $84,000 depending on experience*
