Job Description:

WFFCU is currently seeking a full time BSA Specialist for our Operations Department.

Summary

The incumbent will be responsible for executing the day to day tasks associated with departmental operations, with minimal supervision, to ensure compliance with the applicable aspects of the Bank Secrecy Act, USA PATRIOT ACT, OFAC and Customer Identification Program by monitoring activity for potential money laundering, financial crimes and/or terrorist financing.

Essential Duties and Responsibilities


  • Manages complex cases and reviews involving multiple relationship accounts and complex ownership structures

  • Assists in the preparation of SARs by writing and providing the BSA Officer with submission-ready documentation and analysis to include a comprehensive narrative fully describing the suspicious transactions in accordance with FinCEN SAR instructions

  • Reviewing and verifying that all CTRs are completed correctly and prepared for final approval and submission

  • Reviews manual transaction monitoring logs (Monetary Instrument, Cash, Wire) for completeness and reasonableness

  • Reviews and dispositions daily OFAC/ Watchlist suspects

  • Monitors and reviews account activity in identified alerts & cases, and with sufficient research, makes an assessment/recommendation on the proper course of action to management

  • Performs enhanced due diligence research and/or investigations on new and existing members

  • Assists in maintaining BSA high risk member files for BSA compliance (ATMs, CIBs, CTR Exempt) including research for required state and federal licensing and registration

  • Communicates with law enforcement and other financial institutions through the utilization of FinCEN 314(a) & (b) information sharing

  • Maintain strong and up to date knowledge (functional and operational) of the rules and regulations, including but not limited to, BSA, USA PATRIOT Act, and OFAC as well as the Credit Union policies and procedures

  • Provides feedback to the BSA officer in regards to administering the BSA/AML program to refine and tune the alerts generated

  • Assists in the development, coordination, and facilitation of training programs to educate bank personnel about BSA related compliance requirements and procedures

  • Assists BSA officer in other daily operations and may serve as back up when needed

  • Back up to other BSA staff and Fraud Officer when necessary

  • Promote overall BSA Compliance by adhering to all BSA and OFAC Regulations specific to job function and by assisting BSA Department as necessary with any departmental function specific items.

Qualifications/Requirements


  • Proficient Knowledge of Bank Secrecy Act/Anti Money Laundering/U.S. Patriot Act, OFAC Regulations. Enhanced knowledge and understanding of bank deposit operations, lending activities, and other related consumer banking and compliance functions.

  • Proficient in Microsoft Office Suite (Word, Excel).

  • Strong decision making, analytical and investigative abilities with attention to detail and accuracy.

  • Strong interpersonal, communication (written and verbal), and organizational skills with the ability to work independently, as well as, collaboratively within a team environment.

  • Ability to interact effectively with all levels of management, regulators and examiners while maintaining strict confidentiality.

  • Ability to read, analyze, and interpret written and oral instruction.

  • Ability to proactively identify and assess potential concerns and risks

  • Ability to define problems, collect data, establish facts, and draw valid conclusions.

  • Thorough knowledge of regulations and procedures affecting credit union security and compliance

  • Understanding of legislative and regulatory processes

  • Ability to maneuver through multiple systems and programs to gather data needed for research

Education/Training Experience

Associates degree or equivalent experience; specialized credit union compliance and security education/training. A minimum of three (3) to five (5) years experience in related positions required. BSA/AML Certifications preferred.
