Reporting to the Manager of BI and Analytics, this position is responsible for supporting the organization and end user community in the use of data analytics and business intelligence tools.



Principal Duties and Responsibilities:


• Work directly with users to map business needs to DW/BI solutions centered on Microsoft, Big Data and Data Science technologies.


• Assess existing DW/BI solutions and strategies, incl. ETL framework, and recommend optimizations.


• Rapidly prototype and prove solutions using conceptual models, relational, OLAP, and NoSQL databases and help implement new enterprise apps.


• Analyze performance bottlenecks and recommend optimizations.


• Collaborate with a team of data architects and developers to implement the solutions.


• Mentor development teams on reporting architecture and best practices in report development.


• Maintain and apply technical knowledge and subject matter expertise in all Health Plan data stores and BI capabilities (incl. BI, data warehouse, reporting and analysis areas) to the business needs of customers.


• In partnership with the business units, design, prepare and execute test plans for BI and data mart implementations.


• Support the use and adoption of industry standard BI tools such as SSIS, SSRS, SSAS, SQL Server and stored procedures, Excel, PowerBI and Azure.


• Produce data sets for end users based on standard adopted data definitions and/or regulatory requirements and adhering to IT developments standards and best practices.


• Review and revise queries, SSIS packages & SSAS cubes, Dashboards, and Big Data solutions for performance issues.


• Recommend and implement effective data analysis strategies and solutions for data storage, data exploration, and data mining, documenting, and presenting solutions to data architects and management.


• Design and develop BI solutions for Health Plan's medical, pharmacy, and behavioral health plans, Clinical healthcare systems, and financial systems, working with the PMO to support large projects that include data mapping, conversions, and development.



Qualifications

• Bachelor's degree in computer science or in the equivalent field is required


• 5+ years of related experience in Business Intelligence, decision support, reporting and analysis experience is required.


• Experience with AI/Machine Learning and cloud technologies such as Python, Snowflake, Databricks and Azure is a plus.


• Healthcare and/or Insurance industry experience is preferred.


• Microsoft or relevant certification in Data Analytics or Business Intelligence is a plus.



Skills/Abilities/Competencies:



• Perform ad hoc analytical requests and research projects.


• Possessing expertise in process and data modeling, IT planning methodologies and extensive knowledge of the enterprise's business and decision-making processes.


• Demonstrating skills in process and data modeling, knowledge of architectural development methodologies and IT planning methodologies


• Working collaboratively with other IT groups to ensure solid cross-functional decisions are made as a team.


• Providing support to large IT projects that include data mapping, conversions, and development.


• Assume lead responsibility and/or technical support for department development activities as requested, possessing expertise in system development life cycle (incl. both Waterfall and Agile methodologies).


• Develop collaborative working relationships with all business partners/departments, demonstrating effective communication and team building skills, and effectively translate business requirements into technical requirements.


• Work jointly with internal and external staff to achieve Health Plan's strategic goals and to develop approaches in support of the business unit's information needs.


• Coordinate with technical operations team to ensure smooth operations and business results.


• Represent Information Architecture & BI at change control and ensure that all scheduled releases have gone through an adequate test process and are documented before going to change control.


• Meet regularly with Manager of Information Architecture & BI to escalate issues, report status of requests, and identify opportunities for improvements.


• Build relationships with the business customers by spending time with them to understand their business and their challenges.


• Consider short-term and long-term goals and identify patterns that require a more holistic solution.


• Review BI/Data functional and technical requirements specifications for completeness and accuracy.


• Evaluate and clarify requests, offering alternative solutions where applicable, incl. self-service methods for retrieving requested information.


• Ensure completeness of the solution through testing and validation with the customer.


• Identify and overcome roadblocks and root causes, recommending and executing solutions.


• Coordinating the documentation of data definitions with business owners and ensuring the proper use of data when fulfilling information needs.


• Assisting customers in use of OLAP tools, extracting and collecting data for performing queries and writing reports. Reviewing queries for performance issues, making changes as needed.


• Participating in the requirements, design, and development of the reports as well as creation of user documentation.


• Making recommendations of reproducible OLAP models to support the end user community, providing requirements and scope documentation.
