Job Description:

The Reserve for Accelerated Disease Response (RADR) is a multi-disciplinary team focused on strengthening the outbreak detection capacity and disease investigation workforce within the San Francisco Department of Public Health (SFDPH) Population Health Division’s disease investigation and epidemiology/surveillance programs for reportable infectious diseases. The Communicable Disease Database Manager will serve as a project coordinator and technical liaison for aspects of the Disease Surveillance and Investigation Modernization Project, a multi-year project aiming to unify and enhance San Francisco’s public health surveillance for reportable conditions, management of disease investigation cases and contacts, and outbreak response.

Under the direction of the RADR Program Manager, the Communicable Disease Database Manager will work closely with a Disease Program Director to design and coordinate projects to support improvement of databases and data systems used for communicable disease investigation and surveillance.

This is a temporary, grant-funded, full-time, benefitted position. Employment is provided by Heluna Health. This is a hybrid position that requires some in person work.

Pay rate: $116,000 annually

ROLES AND RESPONSIBILITIES

The Communicable Disease Database Manager will serve as a project coordinator for aspects of the Disease Surveillance and Investigation Modernization Project. In the role, the manager will work with stakeholders in the California Department of Public Health (CDPH) and SFDPH on CalCONNECT, a contact tracing and partner services platform. The manager will contribute to design recommendations, serve as a liaison to CDPH, present evaluation of utility of new CalCONNECT modules for SFDPH surveillance use, and create and facilitate any needed training modules for staff if adopted. The manager will also contribute to overall disease surveillance and investigation modernization goals, including participating as a key stakeholder in data modernization meetings and evaluating new database systems for potential adoption. The Communicable Disease Database Manager will also liaise with external database partners like Salesforce, Accenture, and Epic as needed.

ESSENTIAL FUNCTIONS

• Learns about the key surveillance and disease investigation data systems used by each epi/surveillance and disease response team, including the current benefits, challenges, and limitations

• Serves as in-house liaison for CalCONNECT updates, modernization efforts, and newer applications

• Facilitates project tasks, coordinates meetings with key stakeholders, and prepares agendas and minutes

• Communicates developments, results, and problems to the team as project progresses, and prepares narrative written reports, data reports, and presentations of the results

• Develops standard works and training materials needed for adoption of any new data systems for management of public health surveillance and/or disease intervention services

• Aids in the organization and updating of outbreak response plans for high priority diseases

• Supports RADR with any surge related activities

• Communicates with database partners and attends external meetings to understand workflows

• Updates internal standard works with latest procedures

• Understands database usage across disease areas and DPC and improves efficiencies

• Participate in quality improvement conversations with supervisors

• Energize, inspire and keep the team focused on the purpose and importance of our work

• Ability to quickly learn and troubleshoot new platforms (CalCONNECT, Softphone system, Microsoft Teams, LMS, ISCHTR, Monarch, Maven, etc)

• Ability to multitask and work with a team that might have competing demands at the same time

• Other duties as assigned

• Bilingual/multilingual - currently Spanish is language of need

Education/Experience

• Master’s degree in Epidemiology, Biostatistics or in related field or demonstrated equivalent work experience


Other Skills, Knowledge, and Abilities

• Strong written and oral communication skills

• Experience working in multi-disciplinary collaboratives

• Experience working in a government agency at the local, state, or national level.

• Knowledge of community-based HIV and HCV testing practices
