The ideal candidate will have a background in business operations for toll revenue collection and a broad base of skills, capability and experience in information technology, systems engineering, application development, testing and support, business intelligence, systems business and technical analysis, data analysis, and the supporting tools including SQL and PowerBI. Willingness to be a team player and an open communicator is a must.

MAJOR FUNCTION/ROLE


  • Under direction, applies technical professional competency in Business Financial and Operational Analysis and Reporting, Financial Auditing, Toll Operations, and associated Toll Revenue Systems technology to the investigation of toll business operational needs and problems, the coordination of Toll project activities, and the use and development of computer applications / tools for the preparation of data analyses, studies, reports, audits and other documents.

  • Carries out job functions within small, project-oriented, multidisciplinary teams of toll professionals and supports direct interaction with clients within the context of project meetings, financial reviews, operations-related activities, and project production and delivery.

  • Major results expected include high-quality written, verbal, and graphical deliverables in the form of spreadsheets, databases, studies, reports, charts, exhibits, etc.

  • Projects typically involve high levels of agency involvement or complex technical requirements. Typical projects may include planning and budgeting; alternative analysis; development, issue resolution management; operational analytics and reporting; system testing; and support of maintenance and operations.

Typical Job Duties & Responsibilities


  • Assignments require the investigation of a large number of variables and the development of novel solutions to Toll projects. Duties usually include the following:

  • Uses a variety of tools to perform analysis of toll system transaction data, including investigating anomalies and issues as identified.

  • Performs regular monitoring and trend analysis of toll system performance.

  • Analyzes the information generated from the roadside (toll equipment) to troubleshoot issues.

  • Analyzes business rules and procedures (roadside and back office) to optimize revenue collection and/or minimize negative customer impacts.

  • Supports the development of various monitoring tools and in-depth analysis of toll systems.

  • May recommend changes or improvements to systems or operations.

  • May research feasibility of alternative approaches, technology capabilities, previous experience with Toll system deployments, cost benefits, and client/regulatory agency specifications, and prepares analysis.

  • May manage Toll efforts in one or various concurrent projects.

  • Performs other such duties as the supervisor may from time to time deem necessary.

What will you contribute?


  • B.S. degree in Business, Information Technology or another subject related to Toll Revenue Collection Business Operations / Systems (incl. Back Office and/or Customer Service Center), such as Accounting, Finance, Computer Science, or Engineering. Toll-related Master's degree/MBA can substitute for one year of experience.

  • This level may be achieved by candidates with seven (7) years’ experience since Bachelor's or six (6) years since Master's/MBA.

  • Without a degree, a minimum of thirteen (13) years of relevant experience is required.

  • Relevant work experience would provide exposure to information and communication technologies, toll operations, and/or intelligent transportation systems (ITS), including toll collection systems, toll infrastructure, electronic payment, call/contact centers, or traffic management.

  • Experience with toll facility highway projects is a plus. 

  • Toll agency consulting experience preferred but not mandatory.

  • Professionalism / Interpersonal Skills – Ability to deal effectively and harmoniously with people at all levels of the organization and to represent the firm professionally.

  • Client Service – Ability to listen to, understand and anticipate client needs.  Ability to track deliverables to meet those needs.

  • Leadership - Proven collaborative leadership with effective negotiation, interpersonal and partnering and persuasive skills; Proven ability to lead analyst teams successfully.

  • Communication - Strong, effective technical writing, oral and listening communication skills in English including ability to present concepts verbally; good public speaking ability to groups of people.

  • Analytical & Critical Thinking - Excellent analytical, problem-solving, and decision-making skill; Ability to develop and review policies, methods, practices, and procedures.

  • Management - Strong team and time management skills.

  • Adaptability – Ability to adapt to changing needs, requirements, and priorities; lead and communicate to ensure staff are working in a coordinated manner.

  • Technology / Process Transfer & Application – Drawing technology and processes from other industries to successfully improve operations and performance of the tolling system.

  • Detailed understanding of the practical design and deployment of a wide range of information, communication, and toll operations technologies, including video / violations-processing systems, toll collection systems, electronic payment, toll infrastructure, customer service centers or traffic management.

  • Ability to travel to project sites and company/client offices throughout the country, if necessary.

  • Ability to work under pressure of multiple projects.

  • Knowledge of production support systems and personal computer proficiency. Proficiency in the use of Microsoft Office products, including Word, PowerPoint, Excel, and Outlook is required.  Proficiency in the use of Microsoft Project, Visio and SharePoint is desired.

  • Proficiency in the use of SQL, PowerBI, Python is preferred.

  • Professional Engineer Registration is a plus, but not required. 

  • PMP certification is desirable.
