The ideal candidate will have a background in toll revenue collection operations and systems and a broad base of skills, capability and experience in project management, information technology, systems engineering, development, testing and implementation support, contract compliance, procurement support and supporting tools. MAJOR FUNCTION/ROLE


  • Under direction, applies technical expertise and project management experience to manage project teams on conventional and unconventional projects usually related to the development and implementation of toll collection systems and business operations.

  • Carries out job functions within small, project-oriented, multidisciplinary teams of toll professionals and supports direct interaction with clients within the context of project meetings,  operations-related activities, and project production and delivery.

  • Major results expected include high-quality written, verbal, and graphical deliverables in the form of spreadsheets, databases, studies, reports, charts, exhibits, etc.

  • Projects typically involve high levels of agency involvement or operational or technical requirements. Typical projects may include planning work, tracking of issue and resolution management; operational analytics and reporting; monitoring and supporting system testing; and support of maintenance and operations.

Typical Job Duties & Responsibilities


  • Review and inspect toll system equipment installation performed by the contractor. 

  • Logging and tracking of contractor installation status of toll lanes, monitoring checklist of items and creating punch list of open items. 

  • During the testing phase of installation, support in communicating the opening, attendance, coordination of logistics, monitoring the status of testing and recording results. 

  • Attending and coordinating the status of tests with others. 

  • These previous items may require compensated night, and or weekend work, and be outside in the field at times. 

  • Office work includes reviewing the toll system operational status, by monitoring transactions, video play back, coordinating and supporting other auditing toll transactions and compile the results of the data reviews.

  • Performs other such duties as the supervisor may from time to time deem necessary.

What will you contribute?


  • Bachelor’s degree in a transportation related field, Engineering, Planning, or financial related study area.

  • This level may be achieved by candidates with four (4) years’ experience since Bachelor's or three (3) years since Master's/MBA.

  • Without a degree, a minimum of ten (10) years of relevant experience is required.

  • Must be able to work outdoors in varying temperatures and weather conditions, subject to insects, equipment/traffic, and other hazards.

  • Position may require nonstandard work shifts, such as long hours, weekends, or nights as per the client’s and/or manager’s direction.

  • Position requires driving a vehicle. Applicant must have valid driver's license and a driving record that meets company policy.

  • General knowledge of transportation and tolling, ITS, operations of a toll agency is a plus.

  • Toll agency consulting experience preferred but not mandatory.

  • CDOT Knowledge a plus - CDOT policies, procedures, and standards.

  • Professionalism / Interpersonal Skills – Ability to deal effectively and harmoniously with people at all levels of the organization and to represent the firm professionally.

  • Client Service – Ability to listen to, understand and anticipate client needs.  Ability to track deliverables to meet those needs.

  • Leadership - Proven collaborative leadership with effective negotiation, interpersonal and partnering and persuasive skills; Proven ability to work in multi-disciplinary teams successfully.

  • Communication - Strong, effective technical writing, oral and listening communication skills in English including ability to present concepts verbally; good public speaking ability to groups of people.

  • Analytical & Critical Thinking - Excellent analytical, problem-solving, and decision-making skill; Ability to develop and review policies, methods, practices, and procedures.

  • Management - Strong team and time management skills.

  • Adaptability – Ability to adapt to changing needs, requirements, and priorities; lead and communicate to ensure staff are working in a coordinated manner.

  • Technology / Process Transfer & Application – Drawing technology and processes from other industries to successfully improve operations and performance of the tolling system.

  • Detailed understanding of the practical design and deployment of a wide range of information, communication, and toll operations technologies, including video / violations-processing systems, toll collection systems, electronic payment, toll infrastructure, customer service centers or traffic management. Understanding of electronics installation in a transportation environment (ITS, or similar military background helpful), and understanding basic electrical installation principles.

  • Self-motivated and able to work in small teams.

  • Able to work in field and office.

  • Ability to travel to project sites and ability to use own vehicle (compensated) on E-470 corridor.

  • Ability to travel to company/client offices throughout the country, if necessary.

  • Ability to work under pressure of multiple projects, practice effective time management, and to balance time between field and office work.

  • Knowledge of production support systems and personal computer proficiency. Proficiency in the use of Microsoft Office products, including Word, PowerPoint, Excel, and Outlook is required.  Proficiency in the use of Microsoft Project, Visio and SharePoint is desired.

  • Professional Engineer Registration in the State of Colorado is a plus, but not required.  If registered in another state, the ability to obtain registration in the State of Colorado within six months is a plus.

  • PMP certification is a plus.
