LOS ANGELES COUNTY DEPARTMENT OF HEALTH SERVICES


The Los Angeles County Department of Health Services (DHS) is the second largest municipal health system in the nation. DHS operates as an integrated health system, operating 26 health centers and four acute care hospitals, in addition to providing health care to youth in the juvenile justice system and inmates in the LA County jails. Across the network of DHS' directly operated clinical sites and through partnerships with community-based clinics, DHS cares for about 600,000 unique patients each year, employs over 23,000 staff, and has an annual operating budget of 6.5 billion.


In addition to its direct clinical services, DHS also runs Housing for Health and the Office of Diversion and Re-entry under its Community Programs Division, each with a critical role in connecting vulnerable populations, including those released from correctional and institutional settings to supportive housing. 


 POSITION OVERVIEW


DHS is seeking a Senior Staff Analyst to support the Chief, Community Programs – Finance, to assist in providing fiscal oversight and management for Housing for Health and the Office of Diversion and Reentry. The Senior Staff Analyst will perform budgeting, forecasting and financial modeling, reporting, and impact analysis activities for a variety of services offered by Housing for Health and the Office of Diversion and Reentry.  This position will lead analysis of housing supportive services and care management activities reimbursable by Medi-Cal managed care (i.e. under California’s “CalAIM” program), including the study and analysis of service costs for development of capitation and fee-for-service (FFS) rates. This position will create reports and analyze data to identify key drivers of performance, drop-off points or variances; and develop financial models for revenue and cost forecasts. This position also participates in revenue cycle process improvement, develops procedures, recommends allocation methodology to ensure compliance with County fiscal policy and Generally Accepted Accounting Principles (GAAP).


 ESSENTIAL FUNCTIONS



  • Collaborate with Controller’s Division and program offices to complete annual budget and monthly or quarterly forecast packages.

  • Study of service costs, and develop charges and billing rates for programs.

  • Support business intelligence and planning by developing revenue models based on client caseload, enrollment targets and assumptions; analyzing risk alternatives; and developing what-if scenarios and forecasts.

  • Prepare multi-year fiscal outlook in accordance with County strategic initiatives, program’s performance target, historical enrollment trends, and taking into consideration any uncertainty and potential risks.

  • Prepare gap analysis and dashboard for CalAIM Steering Committee.

  • Supports DHS business and contracting decisions with management financial information by evaluating enrollment trends, data analysis reports, and forecasts of revenue and costs, including compiling and summarizing of historical workload data to support analyses (e.g., enrollment, service utilization and encounter reports).

  • Prepares invoices and Inter-governmental transfer (IGT) of funds to the State for the Providing Access and Transforming Health (PATH) programs.

  • Performs cashflow projection, revenue allocation, and liability setup for fiscal year-end closing.

  • Prepares and coordinates the processing of accounting transactions for CalAIM and PATH, including journal transfer, encumbrance, deposit, payment, and DSO billing.

  • Performs various ad-hoc financial analyses and projects.


JOB QUALIFICATIONS



  • Strong analytical skills and financial acumen including experience in forecasting and budgeting, building financial models, preparing reports, analyzing large volume of data

  • Ability to conceptualize financial models with minimal direction and a large degrees of uncertainty about the inputs

  • Ability to work collaboratively across functions to gather, combine, analyze, and interpret complex datasets; obtain knowledge about underlying programs that are described through the data to support data interpretation

  • Ability to create thoughtful, well-curated data tables and other visualizations that supports insights into program performance for executive leadership

  • Exhibit exceptional critical-thinking and problem-solving ability


 Education/Experience



  • Bachelor’s degree in finance, accounting, or equivalent majors; MBA &/or CPA a plus


Certificates/Licenses/Clearances



  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions

  • Successful clearing through the Live Scan and the Health Clearance process with the County of Los Angeles.

  • Proficient in Excel, Access, and Microsoft Office suite

  • Possess excellent organizational, communication, and analytical skills with the ability to prioritize and handle multiple tasks simultaneously in a fast-paced environment

  • Ability to effectively participate in large group meetings about complex topics, and communicate complex issues with simplicity and clarity in such settings

  • Knowledge of healthcare billing and reimbursement methods (e.g., revenue codes, CPT codes, RVU) a plus
