ABOUT THE POSITION

The Riverside County Sheriff's Department seeks to establish a pool of candidates for Community Services Officer I and II for Indio. The incumbent will perform a variety of law enforcement support duties requiring face-to-face public contact. In addition, they will complete a department field-training program to gain the appropriate knowledge, skills, and abilities necessary to independently perform the duties assigned which include: giving citations or interviewing victims of non-violent crimes, receiving custody of an arrestee from a sworn officer for transporting, or act as an evidence custodian receiving, identifying, tracking, and maintain the security of crucial evidence within the evidence room.

EXAMPLES OF ESSENTIAL DUTIES

• In a training capacity, receive, identify, categorize, preserve, and store evidence appropriately without tainting or contaminating; enter, update and track evidence information into Law Enforcement Evidence Tracking System (LEETS); retrieve evidence for law enforcement personnel, and prosecution and defense attorneys; ensure security and chain of custody of evidence at long-term evidence facility; return evidence or property to public, or destroy evidence when appropriate.

• Respond to requests from sworn law enforcement officers to assist in the transport of those arrested or detained, and who have been determined to be non-violent, to a jail, hospital, mental health facility, juvenile hall, or similar identified holding location; perform additional search of, and handcuff arrestee with the assistance of, or in the presence of, a sworn officer.

• Drive marked vehicle to perform home, business and area checks; detect violations of laws, ordinances and regulations; watch for suspicious behaviors, disabled vehicles, hazards, vandalism, or traffic accidents; respond to requests for assistance or information from the public.

• Issue warnings or citations for a wide variety of code, regulation and ordinance violations inclusive of civil and criminal issues; respond to calls concerning runaways, burglaries, thefts, vandalism, and similar crimes where suspects are unknown.

• Interview victims and witnesses; write reports, take photographs, collect and preserve evidence, and dust for and lift fingerprints.

• Assist sworn officers and Community Services Officer IIs with traffic accidents by directing traffic, setting up flares and other support functions; coordinate vehicle towing due to disabled or expired registration; provide traffic control at special events or situations.

• Write or assist in writing reports; document a wide variety of information on activities involving the above-noted duties and enter information into a variety of law enforcement systems; ensure vehicles and work sites are maintained.

• Assist patrol officers with maintenance of patrol vehicles and ensure timely completion of work; receive department vehicle deliveries; log and keep track of vehicle records; perform initial service inspections and assist with maintenance schedules; monitor manufacturer recalls and insurance documentation for vehicles.

MINIMUM QUALIFICATIONS

Community Services Officer I

Education: Graduation from high school or attainment of a satisfactory score on a G.E.D test.

Experience:One year in a customer service environment, which included considerable time working with the public either over the phone or in person. (One year of qualifying experience in a law enforcement or corrections environment may substitute for the required education and experience.)

Community Services Officer II

OPTION I

Experience:One year of performing various law enforcement support duties, which must have included one of the following primary duties:

1) Considerable time spent issuing warnings and citations to enforce a variety of city or county ordinances, codes and regulations.

2) Investigation of a variety of law enforcement situations (e.g., traffic accidents, runaways, missing persons, vandalism, petty and grand thefts, and burglaries).

3) Considerable time spent receiving, identifying, storing, securing, and retrieving a variety of evidence used for investigation or judicial purposes including drugs, weapons, and money.

OPTION II


Experience:
One year as a Community Services Officer I, successful completion of a Department-approved field-training program and satisfactory performance evaluation.

Knowledge of:Rules of evidence including chain of custody; radio communication, MDT, CLETS, LEETS, and other law enforcement computer and communication systems; California Penal and Vehicle Codes, city and county ordinances, regulations, and other law enforcement related rules.

Ability to:Read, understand, interpret, and apply Departmental policies, rules, laws, and ordinances pertaining to law enforcement work; use good judgment and common sense to de-escalate situations and determine when to request assistance from sworn officers; maintain professional, courteous and cooperative behavior in adverse situations; write and speak clearly and concisely.

SUPPLEMENTAL INFORMATION

Other Requirements

License:Possession of a valid California Driver's License.

Assessment: Minimally qualified candidates will be required to pass a computerized assessment in order to be considered for a Community Services Officer I/II position.

Physical Requirements:Incumbents may frequently be required to lift up to 25 lbs. Must be able to walk, sit and/or stand for extended periods of time. Incumbents may be required to wear a bulletproof vest and occasionally wear a respirator and goggles.

Environmental Conditions:Exposure to computer screens; work may sometimes be in extreme heat (e.g., directing traffic in 100-degree temperature for hours at a time); exposure to hazardous materials may occur, including bodily fluids; may require work of rotating shifts, weekends and holidays.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.


A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    VACATION ACCRUAL (Bi-Weekly Accrual):

    0< 3 year = 80 Hours (10 Days)
    4< 9 years = 120 Hours (15 Days)
    10 or more years = 160 Hours (20 Days)

    Maximum Vacation leave accumulation is 480 hours.

    SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.

    HOLIDAYS: Normally 12 paid holidays per year

    BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)

    BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
