Position Overview



As a Director on the Environmental Compliance & Strategy team, your responsibilities will include serving as the workstream lead directing federal and state statutory and regulatory requirements for an offshore wind energy development on the East Coast of the US. To fulfill these duties, you will advise and provide guidance and direction to a team managing environmental permitting; collaborate with internal project teams such as development, engineering, and construction management; collaborate with external teams like environmental consultants, engineering consultants, and legal counsel; and collaborate with external stakeholders such as federal and state resource and permitting agencies, and other key stakeholders.


The ideal candidate will be an effective leader with proven ability to strategically direct complex, evolving projects. The successful candidate will have demonstrated capabilities in managing the permitting process for large-scale energy projects, with preference given to candidates that have specific offshore wind experience.


This position will require travel and representation of the company in agency meetings, regional forums, open houses, and stakeholder engagement sessions.



Responsibilities



  • Serve as environmental lead for offshore wind energy development on the East Coast of the US.


  • Maintain comprehensive knowledge of environmental regulations and compliance requirements that apply to offshore wind projects.


  • Provide functional direction on federal and state permitting strategies, data collection, and other requirements in support of offshore wind project.


  • Provide accountability for all offshore wind environmental compliance tasks on the East Coast.


  • Maintain project permitting schedule and budgets.


  • Oversee the development and submittal of federal permit deliverables such as survey plans, communication plans, progress reports, permit applications, and Construction and Operations Plan.


  • Oversee the development and submittal of state permit deliverables such as Article VII ("Siting of Major Utility Transmission Facilities") under the authority of the New York Public Service Commission.


  • Oversee engagement with key agencies such as Bureau of Ocean Energy Management, National Marine Fisheries Service, US Army Corps of Engineers, US Coast Guard, and relevant state agencies.


  • Direct engagement with federally and non-federally recognized Tribes.


  • Provide QA/QC for documents vital to the federal and state permitting processes.


  • Communicate with project leadership regarding project permitting schedule, strategy, and risks.


  • Provide support and specialized expertise to internal project teams such as development, engineering, and construction management.


  • Supervise staff.





Qualifications



  • B.A. or B.S. in environmental science, environmental studies, or other closely related field; a master's degree or other advanced degree is preferred.


  • Minimum 10 years of experience permitting complex and/or large-scale energy projects; offshore wind and/or marine project experience preferred.


  • Experience working with a range of federal and state regulatory agencies relevant to offshore wind.


  • Stakeholder engagement experience relevant to offshore wind.


  • Demonstrated supervisory and project management experience including directing project teams and environmental contractors.


  • Excellent communication skills (verbal and writing); ability to communicate professionally with appropriate detail.


  • Ability to thrive in a fast-paced, team environment.


  • Must be willing to travel as needed, and as is safe, depending on the needs of the project.
