Project Summary:

MSI is a subcontractor to Highlight Technologies on the Institutional Support Services (ISS) contract which supports USAID's Office of Policy, Planning, and Learning (PPL) offices. The purpose of this subcontract is to provide support services in the areas of policy, program, communications, and technical assistance and deliver full-time support staff with administrative, programmatic, and management experience. This program works with PPL to offer support and short-term technical assistance in strategic planning, project design, evaluation, performance monitoring, and the learning and adapting approach. In particular, MSI collaborates closely with PPL to revise agency wide training courses.

Position Summary:

The Mid-Level Training and Capacity Building Specialist will develop an adult training and learning approaches focused on building the core capacities and competencies of USAID staff in their work managing the USAID Program Cycle and effective award management. The Program Cycle is USAID's operational model for planning, delivering, assessing, and adapting development programming to achieve more effective and sustainable results to advance U.S. foreign policy. The Specialist will be on the Capacity Building (CB) Team located within the Office of Strategic and Program Planning. The CB Team is charged with helping USAID staff more efficiently and effectively implement Program Cycle policy and award management, in accordance with the Automated Directive System (ADS) 201 and 300 series. This position is eligible for remote work.

Responsibilities:


  • Serve as an in-house technical expert on innovative adult learning and capacity building approaches, in support of Program Cycle implementation and award management, including developing and applying creative training design, facilitation, and delivery methods for in-person/virtual instructor-led, online training, and events; developing user-friendly resources and tools; and experimenting techniques for meaningful technical assistance and peer-to-peer engagements.
  • Liaise and collaborate with PPL Bureau and other Agency subject matter experts, as warranted.
  • Coordinate with the Agency's Training, Learning, and Knowledge Management Networks, including liaising with Agency Training and Backstop coordinators for example.
  • Participate in Agency discussions and fora related to training, organizational learning, and workforce development.
  • Develop and implement monitoring, evaluation, and learning techniques for capacity building interventions.
  • Provide ongoing facilitation support, as warranted.

Qualifications:


  • Bachelor's degree with 10 years of experience in adult learning, including curriculum development, instructional design, training, and facilitation required. Master's degree with five years of relevant experience is preferred.
  • Active security clearance required.
  • Experience with USAID policies and regulations is highly preferred.
  • Experience in the development and execution of successful capacity building approaches and interventions in organizations.
  • Ability to work independently and as team member in a cross-cultural context.
  • Strong analytical, oral, and written communication skills.
  • Fluency in English is required.
