(Sr.) Manager, Resource Adequacy Planning at PJM Interconnection

Job Description:

The (Sr.) Manager, Resource Adequacy Planning will be responsible for providing leadership to department personnel. This position manages the Resource Adequacy Planning Department to assure the reliable, economic, and coordinated operation of the PJM Interconnection in accordance with PJM Planning Principles and Standards and the RF and SERC Reliability Standards. The department is responsible for assessing the long term resource adequacy of the PJM System by performing grid reliability studies, evaluating resource performance and developing long-term peak demand and energy forecasts. The position provides technical and business support to the System Planning Division, the organization as a whole, and the PJM membership in addressing PJM planning and engineering issues. The (Sr.) Manager of Resource Adequacy Planning reports to the Executive Director, System Planning.
The (Sr.) Manager of Resource Adequacy Planning will assist the Executive Director in accomplishing the following goals:
• Maintain the safety, adequacy, reliability, and security of the power system.
• Create and operate a robust, competitive, and non-discriminatory electric power market.
• Ensure that no member or group of members has an undue influence over PJM activities.
• Maintain the confidence of government entities and participants through demonstrated excellence in PJM's organizational performance.
• Deliver exceptional services with integrity, efficiency, and technical innovation through demonstration.

Essential Functions:


  • Manages all activities with the team and stakeholders related to the analysis and development of the annual FPR and IRM studies and presents results to the executive team and the PJM Board.


  • Manages all activities with the team and stakeholders to develop the annual PJM Load Forecast and presents results to the executive team and the PJM Board.


  • Manages all activities with the team and stakeholders to develop and determine resource accreditation values, including Effective Load Carrying Capability Analysis.


  • Leads the team in providing analytical support of technical efforts in the PJM Planning, Markets and Operations Divisions.


  • Monitors and analyzes existing study methods, promotes the development of new methods, and monitors the introduction and impact of improved and emerging technologies.


  • Supports the activities of PJM or industry committees or task forces involving issues related to resource adequacy. Support may involve serving as representative, liaison, chair, or coordinating the preparation of studies, analysis, or recommendations when and as required.


  • Leads team in communicating and coordinating resource adequacy activities with state and federal agencies.


  • Creates the department vision, strategy, goals and objectives and communicates it to departmental staff.


  • Manages and conducts special studies to develop and recommend new or revised adequacy requirement methods, procedures, or policies.


  • Plans and manages education and staffing to assure availability of technical resources needed to provide expected Resource Adequacy Planning services.


  • Instructs, leads, assigns work, or provides technical assistance/training to subordinates and technical/professional personnel as required.


  • Demonstrates ability to mentor department personnel to work independently, train, guide, or assist others to perform complex duties.


  • Retains staff in a marketplace with an exponentially increasing demand and limited resources to meet the evolving need.




Character & Qualifications:
Required:


  • BS degree in Mathematics, Engineering, Statistics or equivalent work experience


  • At least 8 years of work experience


  • 2+ years of leadership experience in a managerial/supervisory role.


  • Ability to visualize and solve complex problems


  • Ability to communicate effectively with management, peers, and customers


  • Experience using verbal and written communications skills




Preferred:


  • MBA degree , MS in Mathematics or Statistics


  • 5-10 years of leadership experience in a managerial/supervisory role.


  • Ability and desire to build relationships and interact with a wide range of stakeholders and staff to maintain and enhance PJM’s customer service reputation


  • Experience with PJM operations, markets, and planning functions
