Job Summary:

The Sr Business Technology Solutions Analyst is a key facilitator that works closely with business program and product managers, and IT teams to deliver technology solutions that add business value.

As an integral team member of the IT BRM and PMO team, the Sr Business Technology Solutions Analyst leads both the effort of defining software requirements and ensuring those requirements are accurately developed. This role acts as the bridge between project stakeholders and IT teams, is accountable for both the business requirements and functional specifications and is responsible for driving necessary business communication.

The incumbent is also responsible for forging strong relationships with business relationship managers and ensuring alignment with IEEE-IT solutions, our infrastructure, and processes with industry best practices and the practices of the IEEE IT. Critical to the success in this role, is the ability to understand and articulate user needs, innovations and trends in technology and to develop business requirements for the development. 

The role reports to the IT Business Relationship Manager and manages (0)

direct reports. This position works with limited direction but will be highly aligned to assigned business unit(s) and IEEE IT because of the activities' organization-wide impact.

Specific duties include but not limited to:

• Deliver technology solutions that add business value (50%)


• Interface with internal and external stakeholders to determine functional and technology requirements that support organizational business goals, documenting those requirements, and working with Product Owners, Developers, Project Managers, and QA Analysts to deliver business technology solutions including:




• Analysis and recommendation of innovative solutions to improve efficiency and quality of process, increase productivity, availability and performance to aide in long term strategic and operational goals.



• Collaborate with Product Owner, Stakeholders and Delivery Team(s) to gather functional and non-functional requirements.



• Facilitate sessions with all relevant stakeholders to drive clarity and agreement on requirements



• Incorporation of architecture and security into any solution design.



• Documentation of requirements, test case oversight and change management procedures from a business owner perspective for existing mission critical systems & applications ensuring change meets (or exceeds) business objectives.



• Oversight of the design of applications and the mapping of functional business requirements into technical requirements/agile stories.




• Transition of services and oversight of application migration when appropriate, including documentation, communication, and approvals with all relevant IEEE Units and business owners

• Responsible for the overall planning, execution and success of complex projects.

• Collaborate within cross-functional teams to deliver and maintain best-in-class solutions.

• Partner across the IEEE to translate and evangelize business needs/strategies into solutions that interoperate, create efficiencies, provide the highest level of customer experience and drive improved utilization of self-service/automation by internal and/or external users.


• Service Strategy (30%)


• Work as part of a team to Identify and establish strategic long-term technology solution goals and policies and procedures based on business objectives

• In partnership with IT and business stakeholders, evaluate alternative solutions to meet business requirements and align to IT strategies, utilizing proven tools/methodologies to facilitate build/buy decisions

• Research emerging solution technologies and assess their maturity and applicability to the applications being developed

• Work with Business Owners & IT product and portfolio management on feasibility, cost and requirements for new tools, services and products



• Develops and describes a sufficiently deep and comprehensive understanding of both, the business processes/objectives/outcomes and technology solutions and uses that knowledge to propose and guide business improvements.

• Consult regularly with staff, volunteers and users regarding tools, solutions and product needs and develop strategic plans and roadmaps based on budget and business drivers

• Decipher, solution options, and articulate benefits/risks including pros and cons of solutions as part of service strategy development.

• Collaborate and continuously develop strong and productive working relationships with members of the IEEE Business Unit(s) and IEEE-IT Teams.

• Provides expert consultation for business projects that often integrate new technology and/or carry out organization-wide operational and technology functions.

• Provides expert leadership of and input to review of designs, installation, configuration, maintenance, testing, quality assurance, troubleshooting, and problem resolution of mission-critical systems, projects, databases, and solutions.


• Service Operations and Continual Improvement (20%)


• Responsible for incident management including analyzing/troubleshooting complex support issues and for driving service restoration through proper escalation of business critical solutions by using a combination of independent and team judgment and knowledge to resolve problems.

• Independent and team based research to resolve highly complex problems (business and technical).

• Assists service strategy including the formulation, analysis and review of business case documents, project plans and schedules to ensure it is accurate and valid to required business needs

• Reviews, updates and develops documentation including but not limited to: requirements, process workflows, wireframes, screen element specifications, user stories, use cases, data mapping/validations, business rules, scripts, and procedures for future reference or use.

• Responsible for the consistency, clarity, and quality in all documentation and other artifacts by reviewing, validating, editing, rewriting, and authoring as necessary.

• Responsible for sharing knowledge across organizational boundaries to ensure the highest level of service.

• Acts as liaison between business and IT for assigned projects. Ensure users and customers are provided professional, courteous, and timely response and communications.

• Performs other duties as assigned.


Education Level:


  • Required: Bachelor's degree or equivalent experience in Business, Information Systems, Computer Science discipline

  • Preferred: Master's or other advanced degree 

Experience:


  • Required: 7-10 years Related experience that includes increasing levels of responsibility in gathering and defining requirements, analyzing/mapping business processes, supporting the design, development, implementation, and maintenance of solutions, services, products, and applications

  • Required: 4-7 years’ Experience leading IT/software project teams from business and functional requirements through service operations

  • Required: 4-7 years’ Experience required in participating in or managing projects in an environment with quality management systems e.g. ITIL, Six Sigma/Lean Six Sigma etc.

  • Preferred: Experience working with Financial Applications like EBS, ERP, Hyperion etc.

Licenses and Certifications:


  • Preferred: PMI Professional in Business Analysis (PMI-PBA)

  • Preferred: PMI Project Management Professional (PMI-PMP)

Skills and Requirements:


  • Solid understanding of Enterprise Architecture and distributed systems.

  • Active and successful team lead/participant capable of motivating others within a non-direct reporting structure to execute change.

  • Outstanding analytical skills and proven track record of utilizing team based approach to quickly and accurately resolve system/solution issues.

  • Strong knowledge of business information technology best practices.

  • Strong business analysis, and project management skills.

  • Strong communication and writing skills on a business and technical level.

  • Demonstrated skills in solution development and implementation from a business owner perspective.

  • Strong skills in documentation for business and technology user audiences.

  • Strong technical background and ability to effectively balance multiple priorities.

  • Strong understanding of system development, IT and business process and their inter-relationship.

  • Understanding of the Standards Development Life Cycle AND Software Development Life Cycle desired.

  • Demonstrated collaborative and consensus building strengths.

  • Proven creative problem solver with ability to work effectively in a hyper-changing environment.
