Role description:

Arcadis is seeking an Environmental Planner to support environmental planning efforts, for utility infrastructure primarily in California. We are looking for an experienced planner to assist with permit application development, preparing environmental documents, field data collection, environmental assessments, and agency coordination. The position requires a thorough understanding of California and federal environmental regulations and permitting. The primary role for the position will be to support utility projects, however successful a successful candidate may engage with natural gas, renewables and other client sectors. The ideal candidate would be based out of one of Arcadis' offices in Concord, CA, Roseville, CA, Irvine, CA, San Luis Obispo, CA and/or Portland, OR; however candidates along the west coast will be considered. This position will be primarily office based, but may require field work, at times, up to 15 percent.

Role accountabilities:


  • In collaboration with project teams and senior leadership develop permitting strategy and provide guidance to clients
  • Prepare technical reports, work plans, memoranda, and other environmental documents to support permitting
  • Effectively and efficiently manage desktop environmental assessments using GIS and other available methods to address potential permitting requirements
  • Under supervision of senior-level staff serve as a task manager and/or assistant project manager related to environmental planning and permitting projects
  • Conduct field reviews and site visits
  • Maintain electronic file systems and record keeping using SharePoint and other cloud-based platforms
Key Attributes:

  • A firm understanding of state and federal permit threshold requirements
  • Ability to understand elementary land rights (easements, process to acquire temporary rights, etc.) information and issues
  • Excellent organizational, written (including email) and verbal communications skills
  • Exhibit solid, practical skills in Microsoft Office applications (spreadsheet (Excel), word processing (Word), scheduling (Project))
  • Team oriented, but ability to work independently and be self-directed given clear goals and objectives
  • Ability to multi-task and work in fast paced and often changing project environment
  • Strong skills in report writing and editing, interpersonal communication and oral presentation, and organization and planning
  • Valid driver's license
  • Willingness for occasional overnight travel in California
Qualifications & Experience:

Required Qualifications:

  • Bachelor's degree in Environmental Science, Planning, Biology, Ecology, or similar environmental discipline
  • 5 to 7 years' experience in environmental planning and permitting.
  • At least 3 years of California-specific experience in the environmental planning and permitting field
Preferred Qualifications:

  • 5 to 7 years of California-specific experience at an environmental consulting firm or regulatory agency

  • Previous experience in the planning, permitting, and/or supporting the construction, reconstruction or maintenance of electric or gas transmission facilities, or other similar type of infrastructures (i.e., water, sewer, oil and gas, etc.)
  • Experience with evaluating project compliance with state and federal laws and environmental and regulatory processes - federal, state and local regulators such as PUC, PSC, FERC, BLM, USFS, USFWS, USACE, as well as experience with CEQA and NEPA
  • Previous experience with linear utility infrastructure programs
  • Previous experience conducting field reviews and site visits with other technical specialists, engineers, and construction personnel
  • Other specialized technical experience or BA/BS degree in area related to biology, cultural resources, environmental science or similar.
  • Experience working with interdisciplinary teams to develop comprehensive reports/permit applications
