DESCRIPTION

Michael Baker International is seeking a Technical Manager with FEMA Risk Mapping Assessment and Planning (MAP) Program experience to join our team. The successful candidate will be responsible for support, oversight, and management of FEMA Risk MAP study Post-Preliminary Processing. This position requires exceptional communication skills and the ability to lead multi-disciplinary teams across various geographies made up of planners, engineers, geospatial professionals, outreach specialists, and other technical subject matter experts (SMEs) dedicated to serving our clients. This position will be an integral member of the Emergency Management and Response (EMR) team supporting contracts with the Federal Emergency Management Agency (FEMA), including FEMA Headquarters and Regions 1, 2, 3, and/or 5 and may be asked to support other contracts as needs arise. The ideal candidate will have an aptitude for leadership, a strong sense of ownership, and natural communication skills.

Responsibilities include:

• Direct, coordinate, and support activities of multi-disciplinary staff to ensure project delivery per schedule, on budget, and within scope parameters
• Ensure adherence to FEMA Risk MAP guidelines and standards
• Implement quality assurance, quality control, and quality improvement measures to ensure project excellence
• Advise Risk MAP study managers and production staff on Risk MAP policy and due process requirements
• Provide technical guidance to less experienced team members on specific tasks
• Participate in client and Risk MAP meetings as needed and follow through on assigned action items directly with clients and communities
• Engage other Subject Matter Experts and technical support staff as needed to support FEMA Regions
• Collaborate with other FEMA contract staff to share best practices
• Provide accurate and complete project status reports
• Coordinate with other managers to balance workload and staffing needs.
• Confer with team members to provide advice, counsel, and resolve problems
• Cultivate and manage client relationships and guide application of services to best serve the interests of the client and Michael Baker International
• Comply with contract requirements, including quality and security requirements

• 7-10 years of related experience working with FEMA
• Four-year Bachelor's Degree in Geography, Planning, Engineering, Geology, Environmental Science, or related discipline
• Experience with FEMA's Risk Mapping Assessment and Planning (MAP) Program
• Knowledge and understanding of Risk MAP Post-preliminary processes, Risk MAP policy (guidelines and standards), and Risk MAP Due Process
• Ability to manage scope, schedule, and budget requirements, working with multi-disciplinary teams under limited supervision
• Strong track record of overseeing successful project delivery with a drive for quality product and financial excellence
• Demonstrated supervisor and mentoring skills
• Experience with multi-disciplinary team coordination and management.
• Experience working collaboratively with Risk MAP stakeholders including federal, state, and local officials, cross-functional consultant teams, and other Risk MAP providers
• Ability to obtain a Public Trust Clearance , U.S. Citizenship preferred due to contract requirements

• Certified Floodplain Manager (CFM)
• American Institute of Certified Planner (AICP) or Geographic Information Systems Professional (GISP) a plus
• Knowledge of FEMA's National Flood Insurance Program (NFIP) and local floodplain management requirements
• Experience performing Risk MAP study Quality Assurance/Quality Control
• Ability to travel periodically, as needed (less than 15%)
• Industry involvement (e.g. Association of State Floodplain Managers)

COMPENSATION
The salary range for this position is $82,804 - $172,523.
