Job Description:

SUMMARY

Under the U.S. Centers for Disease Control and Prevention (CDC) Epidemiology and Laboratory Capacity (ELC) cooperative agreement, Heluna Health and the Division of Communicable Disease Control (DCDC) of the California Department of Public Health (CDPH) are recruiting for a Supervising Epidemiologist / Project Manager to oversee and support epidemiology and coordination activities related to enhanced Coronavirus Disease 2019 (COVID-19) surveillance projects, including but not limited to an enhanced outpatient sentinel surveillance system for COVID-19 and other respiratory illnesses.

This position’s major responsibilities would be overall project coordination and oversight, including project design (e.g., establishing and maintaining protocols, sampling, survey design), monitoring and assessing the overall project budget and grant management and reporting, coordination with internal and external partners, supervision of associated epidemiology and coordination staff, and oversight of project data collection, management, analysis, and reporting.

The position will interact and collaborate with several multidisciplinary CDPH teams as well as multiple other internal and external partners.

ESSENTIAL FUNCTIONS


  • Make major intellectual contributions to the design and analysis of new and ongoing COVID-19 surveillance studies that are of large scale or complex nature, including determining objectives, sampling, designing analyses, preparation of reports, design of surveillance data collection forms/systems.

  • Assist with identification of and coordination with state and local public health and clinical partners, including establishing and maintaining collaborations, leading routine meetings, providing feedback, and troubleshooting challenges.

  • Assist with grant writing, management, and reporting, including creation, review, distribution, and monitoring of budgets.

  • Develop, write, and manage project protocols and standard operating procedures, including for Institutional Review Board (IRB).

  • Provide additional support and serve as a consultant with data management, data analysis, interpretation, reporting and data linkage projects as needed.

  • Disseminate surveillance data via peer-reviewed manuscripts, reports, and public-facing materials that describe and interpret epidemiologic analyses that influence COVID-19 control and prevention policy.

  • Present at meetings and scientific conferences, if applicable.

  • Participate in conference calls with epidemiology and laboratory partners at CDPH, CDC, local health departments (LHDs), public health laboratories (PHLs), and clinical partners.

  • Perform other duties as directed by leadership.


JOB QUALIFICATIONS


  • Expertise in the fundamentals and principles of epidemiology, biostatistics, public health, public health surveillance, and data visualization

  • Ability to oversee data entry, data cleaning, and data quality assessment and documentation with strong knowledge or experience with epidemiologic study design.

  • High level analytical and problem-solving skills.

  • Demonstrated ability to effectively communicate orally and in writing with public health and healthcare professionals and internal partners.

  • Experience with managing public health grants and budgets.

  • Knowledge and application of Health Insurance Portability and Accountability Act (HIPAA) requirements and protection of health information.

  • Knowledge of submission and requirements for Institutional Review Board process.

  • Completes assignments in a timely and efficient manner.

  • Ability to prioritize and manage multiple tasks and work independently.

  • Demonstrate reliability and integrity.

  • Fluency in spoken and written English is required.

Education/Experience


  • Completed graduate degree (Master’s degree or higher) in Epidemiology or related field, required.

  • Experience in epidemiologic study design and statistical analysis required.

  • Experience in data analysis and visualization software such as SAS or R required.

  • Experience in reporting and visualization of public health surveillance data required.

  • Two years of experience in managing projects of high complexity and a variety of internal and external stakeholders required.

  • Experience with supervising staff highly preferred.

  • Two years of experience within infectious disease surveillance/public health preferred.

  • Experience in survey design, sampling, and sentinel surveillance system design and implementation highly preferred.

  • Excellent written and oral communication skills.
