WASTEWATER TREATMENT SERVICES ENGINEER (Civil Engineer V)

Starting Pay Range: $83,000 to $96,000

Role Summary

The Wastewater Treatment Services (WWTS) Engineer is responsible for the engineering function of the WWTS Unit.  The WWTS Engineer will serve as a resource for staff and as a project manager, working both in the office and in the field to effectively plan and manage projects to completion. The WWTS Engineer will administer engineering services contracts, review plans, manage projects and act as a liaison between staff, consultants and contractors.  The role requires the application of diversified knowledge of civil engineering principles and practices.  The WWTS Engineer will be expected to routinely make decisions independently on utility and infrastructure engineering problems and methods, and routinely communicate with staff, consultants, contractors, and the public. The WWTS Engineer will coordinate the work of consultants, contractors and staff assigned to projects.

The WWTS Engineer must have extensive wastewater treatment services experience, along with plan review and contract management and construction oversight experience.

Essential Duties


  • Performs civil engineering design, administers construction contracts, develops cost estimates, writes and reviews technical engineering reports, evaluates treatment processes, makes recommendations for process improvements and efficiencies, specifies and implements pilot and bench scale feasibility studies, solicits quotes for equipment and services, prepare bid documents, evaluates contractor bids, prepares council resolutions, trains staff on new processes, assists staff in resolving engineering issues, and reviews wastewater treatment and lift station operating parameters.

  • Plans, develops, coordinates, and directs large and complex wastewater system improvement projects.

  • Inspects work performed by contractors and others to evaluate work quality and compliance with specifications for the work.

  • Assesses the feasibility and soundness of proposed engineering evaluations and work performed by consultants and other professionals.

  • Leads project teams.

  • Interacts with the public, consultants and contractors.

  • Responsible for traveling to lift stations at remote City locations, regulatory agency offices and townships within the service area. May also include traveling to contractors’, consultants’ and equipment manufacturer representatives’ offices. Travel may require using a personal and/or City vehicle.

Training and Experience Requirements

Required:


  • Bachelor’s Degree in Civil Engineering from an accredited four-year college or university

  • Professional Engineering License in the State of Michigan or the ability to obtain one in less than twelve (12) months from the date of hire if candidate holds out of state equivalency.

  • Minimum of thirteen years of progressive civil engineering and project management practice

Preferred:


  • Wastewater engineering experience

Licensing Requirements


  • State of Michigan Professional Engineering License (PE)

  • Valid Driver’s License
