Job Description

Responsible for the management of the product lifecycle from project definition/scope through implementation. Works with Business Owners, Stakeholders, Project Management, Operations, SMEs and one or more teams to identify product features and enhancements to new and existing products, services, and tools, and well as production fixes. Guides and supports teams by owning the vision for a release, deciding the priority and details of features to build, accepting features after satisfactory demonstration of development and testing, and accepting the implementation release.

What You'll Do

* Applies domain knowledge and seeks direct customer and Business Owner feedback to make sure implemented features meet customer needs

* Works cross-functionally with product marketing to assure that product launches effectively, including the appropriate training, sales support, communications, and clear product positioning

* Works cross-functionally with multiple departments to assure all functional areas are vetted for impacts and supplementary requirements

* Demonstrates a mastery of the domain to envision a product and articulates the vision to the team and other stakeholders

* Helps shape the product and/or platform roadmap, defines scope, participates in estimation efforts, and prioritizes initiatives

* Coordinates finding answers to technical questions on the domain for those developing and testing the product

* Creates the product roadmap and describes the product with understanding of users and use, and a product that best serves both

* Communicates vision and intent, and helps the business owner understand feasibility of certain functionality in order to prioritize and reduce non-essential scope

* Facilitates Sprint planning sessions to ensure proper understanding of requirements, the need for resource specialists, and team commitment to completing user stories and tasks in a given sprint

* Post release, responsible for tracking and reporting on whether the envisioned business value is realized

* Understands business case, project scope, and current processes as compared to future processes

* Develops requirements, user stories, and acceptance criteria to confirm alignment with product vision

* Identifies and reports any quality of compliance concerns and takes immediate corrective action as required

* Leads development efforts by capturing business context/problem, client needs, current state, desired future state, objectives, and impacted user groups

* Elaborates user stories and prepares the product backlog for sprint planning and release planning

* Elaborates features and stories to provide adequate input to the design process

* Works with team members and managers to ensure access to proper environments for each stage of development, testing, and release

* Communicates the upcoming need for specific resources for certain timeframes based on user story prioritization and solution/impact analyst recommendations

* Ensures requirements are specified in a manner suitable for the intended audience and are understood, unambiguous, and capable of being implemented and tested

* Assesses change requests related to requirements and user stories to assess overall impact. Responsible for ensuring change control and change management procedures are followed as they relate to requirements

* Serves vital role in the product design process prior to project initiation; serves as an enterprise level subject matter expert for assistance in vetting product design concepts, communicating potential enterprise impacts in relation to the design and helps to continuously improve the design through to completion

* Identifies methodology challenges and recommends solutions for continuously evolving Agile at BCBSNC.

What You'll Bring (Hiring Requirements)

* Bachelor's degree in Computer Science, Business Administration or a related discipline and eight years of applicable experience (business analyst, project management, technical analyst, solutions architect, etc.).

* In lieu of a Bachelor's degree, 10 years of applicable experience (business analyst, project management, technical analyst, solutions architect, etc.) is required.

* Demonstrated experience writing and reviewing business, user, functional and nonfunctional requirements.

* Adept at gathering requirements and acceptance from stakeholders, sponsors, clients, and user community.

* Proficient at creating strong relationships that foster the spirit of innovation, improvement, and collaborative solutions and developments.

* Proficient with tracking and managing multiple projects working with a variety of cross-functional resources

* Familiar with Agile Scrum methodology and rapid application development techniques
