SUMMARY

The Program Scientist provides public health subject matter expertise for DoD developers of syndromic surveillance tools and ESSENCE. Proficient in current version of epidemiologic surveillance software (i.e. SAS and R, Microsoft Office Suite) for analysis. Identifies and evaluates biosurveillance technologies and data sources and guides their appropriate implementation within AFHSD while serving as a resource for other DoD organizations. Supports coordination of biosurveillance efforts with DoD and interagency partners.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following:


  • Supports an effective Department of Defense biosurveillance program and operational mission.
  • Effectively liaise with AFHSD internal and external USG and non-USG partners leading to the successful establishment of collaborations and/or partnerships.
  • Assist in meeting information requirements of Combatant Commands (CCMDs) and other military and civilian programs and projects.
  • Coordinate the gathering and assembly of data related to specific projects and perform detailed scientific analysis.
  • Support collaborations across the AFHSD to develop and enhance AFHSD biosurveillance information products integrating data and information from various sources.
  • Prepare and present formal and informal presentations to military, other government and civilian publications, and provide mentoring and informal and formal teaching to the staff.

SUPERVISORY/MANAGEMENT AUTHORITY

  • No Supervisory or Management Authority.

EDUCATION and/or EXPERIENCE

  • Master's Degree in Epidemiology, Public Health or closely related field
  • Minimum of five years of public health experience.

KNOWLEDGE, SKILLS AND ABILITIES

  • Familiarity and experience with monitoring syndromic surveillance systems (ESSENCE Preferred).
  • Experience in analyzing data to support medical or public health decision-making is preferred.
  • Ability to conduct statistical analyses.
  • Excellent organization and time management skills.
  • Attention to detail and good problem-solving skills
  • Excellent analytical abilities.
  • Excellent communication (oral and written) and interpersonal skills.
  • Flexible, adaptable, able to work in a dynamic work environment.
  • Must be able to obtain a Public Trust.
  • Must be able to pass a background check and drug screen

WORK ENVIRONMENT

  • This position is performed in a secured client controlled federal office setting.
