SUMMARY

The Budget/Program Analyst supports the budget and transaction agreement requirements of the Military Operational Medicine Research Program (MOMRP) mission and approved protocols.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following:


  • Assist the MOMRP Budget Analyst in developing program technical performance, cost and schedule data reporting requirements, and transition their application to the assessment of overall program status;
  • Assist the MOMRP Budget Analyst in coordinating, overseeing, and monitoring the budget aspects of intramural and extramural pre-proposals and proposals, including interactions with the contracting and executing organization;
  • Assist the MOMRP Budget Analyst in developing detailed budget briefings that outline the Preliminary Defense Health Program's Joint Program Committee on Military Operational Medicine (JPC5) 5-year Program Objective Memorandums (POM), and the Army's 3-year Command Budget Estimate (CBE), accompanied by a comprehensive Excel Workbook to be included in DoD's portion of the President's Budget;
  • Assist the MOMRP Budget Analyst in preparing justification statements to support new or changed funding needs;
  • Assist the MOMRP Budget Analyst in facilitating & monitoring execution of annual MOMRP budget & spend plans;
  • Assist in creating and maintaining a system to track MOMRP funding and cost savings;
  • Assist the MOMRP Budget Analyst in reconciling the annual budget to identify executable cost savings for reallocation to other projects and ensure funds are executed before expiration.
  • Assist the MOMRP Budget Analyst in performing all routine activities, including preparation of budget reports, according to MOMRP standing operating procedures (SOPs);
  • Assist the MOMRP Budget Analyst in performing all administrative and budgetary tasks utilizing internal database systems associated with processing and managing the MOMRP's intramural and extramural research contracts;
  • Assist the MOMRP Budget Analyst in preparing funding request documents for intramural research studies;
  • Assist the MOMRP Budget Analyst in monitoring project funding commitments, obligations and disbursements;
  • Assist the MOMRP Budget Analyst in preparing weekly, monthly and annual reports documenting budgetary status or process.
  • serve as the liaison between the MOMRP and Work Group Chairs, providing guidance and support to the Work Groups;
  • Serve as note taker for JPC-5 and other meetings as needed.

SUPERVISORY/MANAGEMENT AUTHORITY

  • No Supervisory or Management Authority.

EDUCATION and/or EXPERIENCE

  • Must have a minimum of a Bachelor's degree, MBA preferred.
  • One (1) year of experience managing budgets.

KNOWLEDGE, SKILLS AND ABILITIES

  • High level of proficiency in Microsoft Word, Excel and PowerPoint required.
  • Demonstrated good oral/ written communication skills and organizational abilities.
  • Excellent analytical skills required.
  • Must be a US Citizen
  • Must be able to pass a drug screen and federal background check.

WORK ENVIRONMENT

  • Climate-controlled office work environment.
