Job Summary:

Contracts Manager, Remote USA

Under the direction of the of the Sr Director of Contracts, Subcontracts and Procurement, this position will be a working contracts manager with the department. In this role, the Contracts professional will serve as primary contract administrator for multiple programs with the US Department of Defense and associated customers.

Must have a minimum of 15 years direct experience in contracts and/or subcontracts administration on US Federal Government programs. Capable of working independently and have the ability to write and implement company policy which will ultimately result in an approved purchasing system. Individual is considered an expert in Federal contracts management, has as solid track record maintaining compliance with company policy and FAR/DFARS. Ability to work quickly and efficiently with little to no error rate.

Comfortable with frequently adjusting priorities to include new taskings with little to no advance notice. Experience communicating effectively with executive level leadership and leading change within an organization.






Responsibilities:



*Lead the proposal, negotiation, and management of complex proposal and contract activities in accordance with company policies, legal and customer requirements, with limited guidance or supervision from the manager.

*Perform all aspects of assigned contract or purchase order processing including, but not limited to, accuracy of order entry data, contract funding, scope changes, contract amendments, receipts and delivery schedules, legal requirements and other commitments.

*Compile and maintain all required contractual records and documents in accordance with contract requirements and company policies and procedures.

*Interpret and communicate business commitments and alternatives to program team and management.

*Act as a subject matter expert with a working knowledge of government and commercial contracting methods, applicable laws and regulations.

*Mentor junior contracts professionals and may supervise or guide work of lower grade contracting employees.

*Develop and maintain professional and dependable relationships with both internal and external customers.

*Maintain an in-depth knowledge and working understanding of the US Government Acquisition and Procurement environment, and revise/author company policies and procedures.

*Independently lead and support proposal activities including, but not limited to, analysis of solicitations, preparing summaries and developing strategies and recommendations based on the analysis.

*Be mindful and attentive to the financial and business risks of the proposed effort and participate in all proposal team meetings.

*Prepare the terms, conditions and assumptions upon which the proposal may be submitted, review the technical and pricing proposals for accuracy and consistency, conduct overall business risk analysis and prepare the proposal documents for submittal to the customer.

*Provide analysis of solicitations, ensure that bid/proposals are prepared and presented in a manner so as to afford the company the greatest opportunity to obtain the contract award while minimizing associated liabilities and risk.

*Support independent proposal reviews (Red Teams, Phase Reviews). Possibly participate as an assessor in the Phase Review Process.



*Hold responsibilities including the coordination with other company functions as required to ensure appropriate reviews are conducted, scheduling required reviews, and obtaining required review and approval signatures prior to submittal of proposals or execution of contractual documents.

*Establish and manage negotiation strategies and financial requirements.

*Perform business risk assessment and recommend mitigation plans.

*Conduct negotiation of contracts requiring a high degree of negotiation expertise, execute proposals and contracts to the threshold delegated.



*Execute proposals and contracts in accordance with delegated authority.

*Undertake special assignments as required

*Uses judgment to interpret internal and external issues and develop best practices.

*Assists in coordination with other functional areas on matters related to contracting; prepares responses as necessary to customer correspondence and other requests.

*Uses specialized knowledge to solve complex and unique problems.




Requirements:

US Citizenship

Must be able to obtain Security Clearance



Experience:

*15+ years' experience with Federal government contracts/subcontract management

*Knowledge of and experience with: FAR, DFARS, Other agency supplements, Applicable U.S. laws and regulations.

*Possesses analytical and interpersonal skills in order to perform the job.

*Ability to interact effectively with internal technical staff, peers, and management, as well as externally with customers.

*Excellent written and verbal communication skills.

*Must have strong organizational skills and be deadline driven.

*Must be able to work independently and in a team environment.

*Must have strong problem-solving, negotiation and organizational skills/techniques.

*Must be able to take ownership of work/tasks assigned and see them through completion.

*Strong attention to detail, accuracy and the ability to spot errors and inconsistencies.

*Functionally skilled in Microsoft Office products including but not limited to Word, Excel, Outlook and SharePoint.

*Ability to prioritize competing priorities and effective time management skills






Education and Experience:

*Bachelors Degree

*Minimum of fifteen plus years of specialized experience administering contracts/subcontracts utilizing a variety of contract types in support of US Federal Government prime contracts.
