Navarro Research and Engineering is recruiting for an Subject Matter Expert 4 in Los Alamos, NM.

This position will support the Los Alamos National Laboratory as a Navarro employee in a staff augmentation position. This position does not have relocation assistance or per Diem.

Manages and directs the daily tasks required to perform ongoing support of design, construction, startup and/or operations/ maintenance activities of complex high technology systems or projects Renders expert opinions on engineering and technical issues, provides recommendations to project design and construction teams in specific areas of expertise. Provides independent reviews and assessments in areas of specialized expertise and provides guidance to project teams in delivering results on projects of comp le high- technology nature. Interfaces with management personnel and customer representatives. Develops and enforces work standards, assigns schedules, reviews work quality, communicates goals, objectives, and policies of the organization to subordinates. Provides leadership for the project team, coordinates with the functional organizations, and supervises senior personnel within the project organization.

Qualified individuals with experience in performing nuclear criticality safety evaluations for new and changed operations involving significant quantities of fissile/fissionable materials. The evaluation process requires (but is not limited to): process walk-downs, review of engineering drawings and/or system sketches, review of operating procedures and work documents, review of prior related evaluations and reports, analysis of normal and credible upset conditions as determined by process personnel, research of critical mass data references and consensus standards, performing simplistic and complex computations using industry standard methods, e.g., density scaling, method of fractions, MCNP, and iterative (recurring) development of process administrative requirements and engineered features (limits) in conjunction with operations supervision. Qualified individuals must also demonstrate a thorough understanding of the relevant physics and the requirement and recommendations of the ANSI/ANS-8 standards and applicable DOE Orders and standards. The individuals must demonstrate experience in appropriately applying graded approach and maintaining the proper risk perspective. Additional desired experience in assisting or conducting nuclear criticality safety audits/appraisals of operations, performing criticality safety training, participation in computer code validation and verification efforts, ensuring compliance with organizational and governmental policies, orders, and laws. Experience should include review and development work on facility authorization basis documents. This position requires individuals with superior verbal and written communications skills (a command of the English language) that can be applied as appropriate to the intended audience, e.g., the operating organization.

Requirements

  • PhD or Master's degree with specialized training or Bachelor's degree with extensive specialized training applicable to special needs of task. Prefer one of the following: PE, PMP or other industry or professional license or certification.
  • 25 or more years of experience; 20 or more years in a highly specialized area applicable to the special or unique needs of the task; recognized as a national leader in applicable subject matter.
  • Project Controls Management - at least 20 years
  • Planning and scheduling
  • Cost Control
  • EVMS DOE order 13.3b experience
  • DOE Site preferred experience
