Since 2012, Silver Mountain has performed over $52 million in a variety of construction projects ranging from design-build to repair and renovation in a variety of locations. Silver Mountain manages both task order IDIQ contracts as well as competitive bid and sole source projects, including 100% design, design-build, demolition, facilities repair, DOD fuels systems, and new construction. Silver Mountain is a certified 8(a) small disadvantaged business headquartered in Alaska with offices nationwide.

Scope:


Manages and directs the work of project teams. Has overall responsibility for managing scope, cost, schedule, internal staffing and outside vendors, and contractual deliverable. Project management will typically include specification review and analysis, submittals, obtaining quotes from suppliers and subcontractors, quality assurance, project supervision, take offs and budgets, cost-coding of invoices, preparing project job cost estimates. Leads projects that are complex in nature and guides the work of subordinates. Manages subordinate staff in the day-to-day performance of their jobs. Ensures that project milestones are met and adhering to approved budgets. Has full authority over personnel actions for his/her assigned projects.


Job Duties and Responsibilities:




    • Serves as primary point of contact for clients on large government contracts.

    • Provide for the administration of contractors providing construction services, materials, or equipment for the project.

    • Obtain customer's acceptance of the work and document all turnover activities.

    • Responsible for the preparation and submission of the final project report and prompt close-out of the prime contract.

    • Responsible for managing, coordinating, and administering any of the following major and complex projects, i.e., major projects involving several organizations and simultaneous management of several projects.

    • Prepares proposals in response to federal, state, local, and commercial requests for proposals (RFPs), participate in Go/No Go decisions and support determination of win strategies.

    • Coordination and management of subcontracts.

    • Preparation of submittals.

    • Preparing project cost estimates by obtaining price quotes from material suppliers and subcontractors, organizing quotes.

    • Conduct and review performance appraisals of assigned personnel in accordance with approved procedures

    • Participate in weekly regional and/or management meetings and providing operational summaries for assigned projects.

    • Responsible for adhering to company policies and communicating policies to employees assigned on applicable projects.

    • Ensuring assigned projects and staff members are following best practices and safety protocols developed by the RSM.


    Skills/Abilities:



    • Must be able to work in a high-volume environment.

    • Excellent interpersonal skills and ability to work professionally and courteously with all levels of personnel.

    • Superior organizational skills, capable of prioritizing and managing multiple projects with emphasis on accuracy and attention to detail.

    • Excellent oral and written communication skills, including thorough knowledge of proper grammar, advanced vocabulary, spelling, editing, and proofreading skills. Proficiency in the use of computers, including databases and spreadsheet programs. Strong Microsoft Word, Outlook, and Excel skills.

    • Ability to work independently as well as a team; ability to work with minimal supervision.

    • Ability to prepare a detailed proposal, including narratives, from start to finish.

    • Ability to work under strict deadlines with respect to cost estimates and submitting proposals.

    • Ability to utilize Earned Value Management, applying KPI, SV, CV, evaluating EAC and establishing project baselines.

    • Ability to author Project Execution Procedures (PEP).

    • Ability to evaluate project risk and determine mitigation strategies.


    Minimum Qualifications:



    • Any combination of education, experience, training, and certification that demonstrates the required skills, knowledge, and abilities.

    • Ten years of experience in project management, estimating or assisting in estimating construction projects, and proposal preparation.

    • Experience managing design-bid-build construction projects in excess of $5 million

    • Knowledge of government contracting, familiarity with FARS, DFARS, SBA regulations, programs, and contract proposal preparation.


    Preferred Qualifications:



    • Bachelor's degree in Construction Management, Engineering, or other related discipline.

    • Project Management Professional (PMP) certification

    • Experience and working knowledge of design-build and progressive-design-build execution models

    • Experience and working knowledge of RS Means Estimating, e4Clicks, and WinEst

    • Experience with federal government contracting

    • Federal, State, and Local code knowledge

    • Experience in revenue forecasting and managing budgets

    • OSHA 30 - Certification

    • Quality Construction Management for Contractors - Certification
