RELATIONSHIP & SCOPE

The Manager in the Financial Controls Unit (FCU) will report to the AVP / Unit leader and is a pivotal member of the team.  This position is responsible for directing staff who provide unbiased assessments to Chubb Corporate regarding the performance of key control objectives designed as part of Sarbanes Oxley (SOX) compliance.  This position will interact with a diverse group of Chubb personnel including divisional leadership, account reconciliation owners, and other members of Chubb Corporate management to evaluate accuracy and completeness of key Chubb control activities over financial processes. 

DUTIES & RESPONSIBILITIES

The FCU team responsibilities include:


  • Design and execution of quality control testing procedures that ensures management compliance with specific key controls in the areas of Finance and Accounting.

  • Support internal communication and reporting of test results to senior finance management, including divisional and segment Chief Financial Officers.

  • Liaise with Chubb internal audit well as External auditors regarding control testing results and independent controls performance.

This position will primarily be responsible for various financial and management key controls which includes but is not limited to:


  • Account Reconciliation Quality Control (QC) – The purpose of this QC is to evaluate balance sheet account reconciliations to ensure compliance with the global account reconciliation policy as well as the proper use of the BlackLine Account Reconciliation Tool.  This role will be responsible to work with account owners to resolve exceptions and help instill discipline around efforts required to actively research and resolve unreconciled balances.

  • Premium Registration QC – The purpose of this QC is to evaluate the accuracy of various financial and non-financial attributes related to Commercial, Professional, and Personal insurance policies in order to provide comfort over Chubb’s recorded premium revenues.  

  • Accounts Receivable / Cash Validation QC – The purpose of the effort is to ensure that policies are billed correctly, and cash is applied both timely and accurately. A key factor for success includes coordinating the testing of policies performed by various Chubb Operations teams as well as selected reviews of that work.

  • Other various SOX & Management Control testing – This role will be responsible for managing the execution of various other control testing efforts performed by the FCU team.


  • Direct and indirect supervision of professional staff, which includes both local staff and team members who have been engaged as part of an outsourced staffing arrangement.

  • Provide contributions and insights regarding two high profile FCU initiatives - Balance Sheet Management and Data / Reporting.

  • Support other projects and initiatives as directed by Management.

QUALIFICATIONS 

Technical Skills and Requirements:


  • Bachelor’s degree in Business, major in Accounting or Finance; MBA is a plus 

  • Public Accounting experience, CPA designation, and/or Internal Audit experience is required

  • 7+ years in progressively responsible roles with familiarity in operational, financial, and quality assurance

  • Insurance experience, preferably experience working with a commercial P&C, Life, or A&H carrier

  • A strong working knowledge of PeopleSoft ERP or similar ERP environment is preferred

  • Experience in BlackLine or similar account reconciliation products is preferred

  • Experience with managing outsourced staff is desirable

  • Proficiency of end user applications (e.g., Microsoft products - Excel, PowerPoint, Word, & Access)
