Job Summary



The Talent Acquisition Strategic Sourcing Specialist assists in the planning, development, and implementation of recruitment and staffing strategies and position searches with special emphasis on a well-qualified and diverse pool of candidates, timeliness, and cost effectiveness. Responsible for promoting brand and culture with active & passive candidates in coordination with the Talent Acquisition team. The overall objective is to collaborate and build trusted relationships with hiring managers and Talent Acquisition colleagues to understand position requirements with focus on the knowledge, skills & abilities required, and to help build strategy around the business demand. Provides planning, forecasting and analytical support for sourcing efforts in CRM. Searches out and finds candidates for often high-volume, highly technical, specialized and/or hard-to-fill roles within the organization by building candidate pipelines. Supports the recruiting team in building candidate conduits through relationships with internal and external resources and the development of procedures that help streamline processes that ultimately help the organization attract, onboard, and retain top talent, and focused on getting the right candidate in the door at the right time. The primary focus of this role is on creating a pipeline of high potential candidates/future interest candidates in support of the hiring needs of NCHS.



Job Specific Duties




  • Consistently collects and analyzes data on demographics and hiring activity for use in the design of future recruitment needs.

  • Assists with the execution of the sourcing mission, strategy, tools and processes for a given competency/industry line. Works with the Recruiters and marketing to develop detail-rich, appealing sourcing material.

  • Partners with recruiters to develop and execute sourcing strategies that would align to business needs, and ensure proper screenings are administered for skill evaluations related to work experience.

  • Assists with the prescreening and delivery of active and interested candidates to the support Recruiting Team. Partners with Recruiters to understand the requirements of each requisition, progress with current candidates, and feedback from hiring managers, while incorporating feedback into future searches.

  • Responsible for high volume sourcing, interviewing, and screening of candidates to maintain a pipeline of qualified diverse available candidate database for high turnover and hard to recruit positions. Manages volume of applicants through strategic recruitment plans, including CRM/Talent Community.

  • Assists in ensuring alignment with workforce strategies, resume mining and sourcing, posting, social media, referral programs, ensuring cost effectiveness, reviewing applications and following the applicant status criteria. Maintains urgency to drive results while aiming for quality of match.

  • Provides exceptional customer service to customers and co-workers, by demonstrating excellent communication in responses that enhance the customer's perception of Talent Management. Responds in an acceptable time frame.

  • Maintains weekly reports on employment activity. Tracks, analyzes, and reports candidate pipeline and hiring status, recruitment trends, key performance indicators, and other defined HR metrics. 

  • Identifies passive talent by sourcing resume databases, directories, practice websites, social media profiles, and testing extensive key word search techniques. Generates a pipeline of interested candidates via targeted email campaigns to both passive candidates and prior applicants. Introduces leads to the Recruitment team in a timely manner and with a seamless handoff (with a focus on candidate experience).

  • Captures and reports on key metrics that show results, trends, and opportunities in key talent markets and supported business. Provides market intelligence, industry trends, and research to Recruiting Team.

  • Maintains sourcing databases to ensure all data is captured, updated, and reported properly.

  • Assists with the research and maintenance of creative sourcing tools and resources, and positively presents the company and open roles to potential candidates.

  • Participates in the implementation of experienced hire sourcing programs with strategic and creative thinking, project management, and analytic skills.

  • Collaborates with the business and across the Talent organization to provide strategic insight into the recruiting vision. The team advises on, implements and executes the sourcing strategy to support full-lifecycle recruitment recruiting services. 

  • Builds relationships with candidate communities to maintain a network of potential candidates and nurture a pipeline of potential candidates, and builds talent pipelines for future hiring needs.

  • Requests referrals from current employees, hires, and external networks.

  • Contributes to the maintenance, accuracy, and growth of the candidate database/CRM, which may include bulk (CSV) upload of leads from recruiting events and job fairs, and other lists.
















Minimum Job Requirements




  • 4-7 years’ experience as a full cycle recruiter,  preferably in a fast paced high volume environment

  • 1-3 years' hands-on experience with online and offline sourcing and recruiting techniques

  • 1-3 years’ developing recruiting strategies involving wide array of internal & external resources including social media, job boards, associations, schools, etc.

  • 2-4 years’ developing & implementing recruiting strategies using multiple resources such as ATS, CRM, Job Boards, Schools, Associations, Social Media, etc.



Knowledge, Skills, and Abilities




  • BA/BS degree in Human Resources, Communication, Business Administration or a closely related discipline is highly preferred.

  • Certificate in SHRM's PHR/SPHR is highly preferred.

  • Healthcare experience a plus or demonstrated ability to quickly, efficiently and effectively learn healthcare industries recruitment strategies and market.

  • Experience with Taleo recruitment modules highly preferred or other ATS system.

  • Experience and track record of success in managing a high volume recruiting work load.

  • Demonstrated ability for resourcefulness and creative analytical thinking to implement measurable recruitment strategies to demonstrate return on investments (ROI).

  • Demonstrated significant human resources management as a Generalist, as well as, recruitment search experience in handling challenging human resource/ recruitment issues in a diverse and dynamic environment.

  • Ability to act independently upon information and make decisions that achieve optimal results. Sound discretionary judgment and decision making ability.

  • Ability to understand full recruitment cycle.

  • Excellent communication skills both written and spoken with ability to conduct and lead presentations and public speaking.

  • Intermediate knowledge in use of computers and/or appropriate software applications such as MS office package Word/Excel/PowerPoint.

  • Web and social media savvy a plus.

  • Solid writing, editing and proofreading skills; attention to detail.

  • Ablility to track and report recruiting data for ROI.
