HR Compliance Program Manager at Keysight Technologies

Job Description:


Role Title: HR Compliance Program Manager


We have a key opportunity for a professional HR Compliance Program Manager who has experience EEO, Affirmative Action, OFCCP and HR Compliance Program Management, in a fast-paced, exciting work environment. The ideal candidate will be detailed oriented, have outstanding organizational and interpersonal skills and be able to manage across the compliance arena.


Responsibilities to include


EEO, Affirmative Action, OFCCP and HR Compliance Program Management


  • Represent HR function in development, governance, and oversight of the Keysight Corporate Social Responsibility (CSR) program, including annual planning, reporting, and ownership of Keysight's Our People CSR pillar.

  • Managing global HR-related data disclosureintegration and approval - including coordinating with regional HR contacts to collect and consolidate such disclosure - to meet reporting requirements.


Corporate Responsibility


Corporate Social Responsibility:


  • Representing global HR in communicating to CSR program emerging trends, preparing public and internal communications that tell the Keysight story of HR programs, and identifying key subject matter experts to meet CSR program needs.

  • Workforce data analytics

  • Managing compliance audits conducted by the Office of Federal Contract Compliance Programs (OFCCP) end-to-end.

  • Partnering effectively with outside counsel and relevant stakeholders to utilize their services and expertise

  • Partnering with Staffing team to create targeted recruitment and retention strategies for candidates and employees in protected classes.

  • Owning the Keysight Labor Management System (KLMS) end-to-end, including consistent documentation, ongoing training, and continuous process improvement.

  • Conducting annual self-audits of personnel policies, job postings/qualifications, accommodations, reporting systems, outreach partnerships, etc for compliance with any applicable laws.

  • Ensuring all annual reporting obligations are fulfilled including EEO-1, VETS, 503, CA Pay Data, etc.

  • Managing any HR relevant, U.S. Federal Contractor requirements and commitment responsibilities.


Reporting Responsibilities



  • Affirmative Action Plan - hiring, terminations, promotions, transfers, and applicant data (annual)

  • VETS-4212 (annual)

  • EEO-1 (annual)

  • Roseville Free Trade Zone info to US Dept of Homeland Security (quarterly)

  • Miscellaneous US DOL or Census Bureau surveys


Support US Immigration Program





    • Review, Sign and File Immigration documents

    • Assist with labor certification postings

    • Initiating Immigration Cases with Keysight's Immigration Provider

    • Review, Sign and File Immigration documents as directed by Keysight's Immigration Provider

    • Process and report on Keysight's incoming documents from USCIS

    • Running Lay-off Analysis as directed by Keysight's Immigration Provider

    • Point of contact for on-site audits/visits by USCIS, ICE

  • Must have the ability to develop strong partnerships with colleagues and stakeholders and work collaboratively with others.

  • Strong attention to detail with exceptional organization, investigation, and program/project management skills, follow-up and follow-through. .

  • Ability to prioritize and balance multiple assignments while working both independently and as well as part of a larger team.

  • Excellent presentation skills - will need to present at the Executive level.

  • Highly flexible and adaptable to ambiguity and change.


Job Qualifications



  • U.S. Citizenship

  • Comprehensive understanding of Executive Order 11246, VEVRRA, Section 503, and other state and federal anti-discrimination legislation

  • Must have experience participating in AAP, EEO, VETS, Section 503 annual reporting

  • Must have successfully managed OFCCP Audits

  • Experience in data analytics and workforce trends

  • HR Certification such as SHRM or PHR preferred
