Application Development Advisor - MDQO - Systems

The Medicare Data Quality Organization (MDQO) Submissions team is responsible for developing application and IT solutions for the ongoing needs of MDQO as well as other departments as availability exist. The Application Development Advisor is responsible for understanding, defining and developing solutions within the technical scope of the product to meet the end user's needs.

Principal Duties:


  • Designs and develops systems technical objectives based on both user needs and a thorough understanding of technical systems using standard industry enterprise patterns for technical design, interpretation of requirements and through best practices.


  • Contributes to technical requirements documentation and development to ensure applicability of business needs for technical changes that are being created and implemented.


  • Active participation through all technical phases of the project in Agile and Operational Development environments through best practices and company change control processes.


  • Considers the technical implications of application changes with regard to the current and future product technical environment.


  • Accountable for quality and timeliness of product development, technical design and solution implementation as a development team member.


  • Provides linkage and continuity to department managers, and operates as a member of the technical support group by creating, testing and implementing application and systems product technical changes as needed.


  • Acts as an expert technical resource for the business in all phases of the development and implementation process.


  • Works as an application or systems team member to maintain timely completion of prioritized technical development work to achieve business objectives.


  • Partners with BA teams to resolve solution design deficiencies and related deliverables.


  • Troubleshoots, maintains, and develops application and systems solutions for business mandated products and regular operational processes.


  • Operates as a second and third tier support member to resolve any production issues encountered within the department scope as it applies to department application and systems related products.


Qualifications:



  • Bachelor's degree in Computer Science or a related discipline preferred and/or at least (6) six years as a SQL Developer required



  • Experience with HIPAA standard transactions and risk adjustment submissions preferred



  • Experience with QNXT, ODMS, OSS



  • Strong proficient with Microsoft SQL, required



  • Working knowledge of Agile methodology, a plus


  • Skilled at optimizing large complicated SQL statements


  • Proficient understanding of code versioning tools


  • Proficient in creating database objects such as tables, views, stored procedures and triggers


  • Proficient in designing, developing, and deploying SSIS packages


  • Proven successful track record in working on application development teams.


  • Excellent oral and written communication skills.


  • Ability to achieve results independently and with a team.


  • Strong analytical and creative problem solving skills.


This role is WAH/Flex which allows most work to be performed at home. Employees must be fully vaccinated if they choose to come onsite.

This position is not eligible to be performed in Colorado.
