Job Summary: 

The Senior Program Manager will be responsible for 100M+ Department of Justice contract located in Vienna, VA.  This position is an on-site position.  This is a key, high-profile role responsible for operational coverage for critical areas 24x7x365.  This role requires collaboratively working the COR and TSC IT Government Leads to define and execute reports and deliverables, as well as cost and staffing estimates for existing and new tasks. As the Senior Program Manager, the candidate will provide direct supervision, program control, scheduling, and management of employees and monitor employee performance and productivity.

 

Responsibilities:

•    Work collaboratively with the COR to define and execute all reports and other deliverables.

•    Ensure operational coverage for all critical areas to meet 24 hours, 7 days a week, 365 per day requirements and priorities as identified by TSC Leadership.

•    Have access to contractor corporate senior leadership when necessary.

•    Coordinate work schedules for contractor personnel provided under this RFQ. 

•    Use routine computer applications, including but not limited to: Microsoft Office (Outlook, Word, PowerPoint, Project, Excel, Visio and Internet Explorer), Mozilla Firefox and services that operate utilizing these software packages. 

•    Formulate and enforce work standards; assign contractor schedules. 

•    Orally present and communicate instructions, and in writing reports or documents that convey the findings/results of analysis to non-technical audiences.

•    Work collaboratively with the COR and TSC IT Government Leads to define and execute all reports and other deliverables.

•    Provide the Task Lead(s) and COR with cost and staffing estimates relative to the completion of existing tasks, as well as the possible addition of future tasks. 

•    Support the ITU Task Lead(s) and COR by providing information related to the performance and/or status of all current tasks and assignments. 

•    Plan, organize, direct and support all activities identified in individual or multiple delivery/task order(s).

•    Ensure conformance with RFQ schedules and costs.

•    Monitor employee performance and productivity.

•    Develop and implement training programs and remedial actions as necessary.

•    Formulate and enforce work standards; assign contractor schedules.

•    Review work discrepancies.

•    Supervise contractor personnel.

•    Ensure conformance with RFQ schedules and costs. 

•    Prepare, review and submit required reports and communicating policies, purpose and goals of the organization to subordinates. 

•    Responsible for the overall RFQ performance and quality assurance. 

•    Provide timekeeping and invoicing for labor hours, travel and ODCs, if any. 

•    Ensure that program/project schedule, performance and deliverables are met. 

•    Maintain a qualified and certified, as appropriate, Contractor work force to meet the Government’s needs under this RFQ. 

•    Provide direct supervision, program control, scheduling and management of the Contractor’s employees consistent with priorities and assignments by the TSC ITU program. 

•    Ensure accountability for all Government furnished property and information. 

•    Assist in all project management task performance.

•    Resolve problems, issues, or conflicts, as required.

•    Coordinate work schedules for contractor personnel provided under this RFQ.

 

Minimum Qualifications: 

•    10 years overall of experience with IT or related field.

•    Bachelor’s degree required, preferred major in an IT, Computer Science, Information Systems, or a related field. 

•    Five (5) years of experience directly related to IT Service Management and Delivery in Program Management roles, with projects valued over $20M annually.

•    Experience serving as a Program or Project Manager leading and supervising a multi-disciplinary staff (150 FTE+) at various levels.

•    Must be able to demonstrate working in a 24/7 operational environment and working on call rotation.

•    Must be a certified PMI Project Management Professional in good standing or equivalent project management certification required.

•    Demonstrated experience developing a strategic vision for a complex organization, balancing modernization needs with critical daily operations and maintenance requirements.

•    Successful delivery of similar programs and with organizing, directing, and managing contract operations involving multiple, complex, and interrelated project tasks.

•    Demonstrated experience in managing SAFe and\or DevSecOps programs, technical certification required

•    Familiarity with FBI and/or DOJ IT architectures.

•    Experience leading a 24/7/365 IT environment.

•    Communicating with others to exchange information

•    Ability to perceive and assess employee productivity

•    Generate estimates of cost related items on the contract (labor, ODCs, etc.)

•    Act as the liaison between government operational lead, COR, and corporate.

•    Supervise, direct, prioritize, and evaluate the work of task leads and contract staff    .

•    Experience managing contract requirements (financial, technical, and staffing).

 

Security Clearance Requirements:

•    Active Top Secret

 

Desired Qualifications: 

•    Masters Degree

•    ITIL® v3 Foundation, or higher, certification

•    Experience implementing a managed services approach in a multi-provider environment"
