Job Description:

The Ohio Department of Job and Family Services' (ODJFS) mission is to improve the well-being of Ohio's workforce and families by promoting economic self-sufficiency and ensuring the safety of Ohio's most vulnerable citizens.

Major Duties and Responsibilities:

Under general direction, monitors and oversees the delivery of Wagner-Peyser services in multiple OhioMeansJobs (OMJ)Centers, and supervises subordinate supervisors: implements program policy and provides policy interpretation and guidance to Wagner-Peyser supervisors and other Office of Workforce Development (OWD) staff; in coordination with Workforce Development Board Director, OhioMeansJobs operator, and other workforce partners, ensures cooperation in delivery of services (e.g., Wagner-Peyser; Reemployment Services and Eligibility Assessment (RESEA); meaningful assistance for Office of Unemployment Insurance Operations (OUIO) programs) to businesses and individuals; manages program performance (e.g., ensures guidelines for case management are met and system entries are documented timely and accurately by monitoring and reviewing work of delivery staff; works in coordination with peers and support office to ensure program performance is in compliance with state and federal guidelines; addresses performance issues and concerns; periodically observes and evaluates workshop presentations delivered by staff to ensure efficiency and effectiveness, and provides feedback); resolves complex or difficult issues; investigates and resolves disputed claims and/or complaints from customers; recommends improvements in technical application of customer services; represents agency in public speaking engagements and interfaces with advocacy groups and workforce development partners, community and business leaders, and government officials; conducts and/or attends meetings with agency staff, employers, or outside entities; trains or advises other program staff (e.g., Wagner-Peyser; Senior Employment (Title V); US Department of Veterans Affairs) on roles, responsibilities, and proper utilization of staff and other aspects of the workforce system integration; communicates and coordinates with other Program Managers or Bureaus within OWD to ensure that various employment services under their programs (e.g., Wagner-Peyser; Trade; Veterans Services; Rapid Response) are delivered in an accurate and timely manner; responds to sensitive internal and external customer questions, complaints, and issues from the general public, legislators, and county commissioners.

Supervises assigned staff (e.g., assigns work and provides direction; makes recommendations for hire; reviews work and provides feedback; establishes employee goals; conducts performance evaluations; monitors and evaluates staff performance; approves/disapproves requests for leave; recommends disciplinary action; conducts staff meetings; encourages staff development).

Directs preparation of technical/confidential reports, service delivery status reports, placements and timeline reports, and correspondence for delivery of Wagner-Peyser in OMJ Centers; monitors all reports generated by region for content, completeness, and timeliness of submission; prepares service delivery status reports, placements, and timeline reports; ensures confidentiality of files in accordance with state and federal guidelines; oversees the training of new staff and provides remedial training on an individual basis; utilizes personal computer to enter and/or retrieve data and generate reports for state and federal agencies; continuously travels through assigned area to monitor delivery of programs and compliance with federal and state regulations; develops and implements corrective action plans to improve program deficiencies.

Performs other related duties as assigned (e.g., participates in and/or conducts staff meetings; attends trainings, meetings, seminars, and conferences; remains current on applicable policies, periodicals, newsletters, and publications related to the Wagner-Peyser program; travels to OMJ Centers within the region; operates personal computer to produce correspondence, reports, and other documents; maintains logs, records, and files).

Minimum Qualifications:


  • Must have at least 24 months experience in providing either federally mandated employment or unemployment compensation/services to clients


  • Must have at least 18 months experience in supervisory principles/ techniques.

OR


  • Completion of undergraduate core program in business administration, public administration, or management science


  • Must have at least 18 months experience in office management.

OR


  • The equivalent of ‘Minimum Class Qualifications for Employment’ noted above.
